8. IMPROVEMENT DISTRICT: INTENTION TO FORM AND ADOPT PLANS FOR THE "DOWNTOWN TUCSON ENHANCED MUNICIPAL SERVICES IMPROVEMENT DISTRICT"
(a) Report from City Manager FEB23-98-107 CITY WIDE
(b) Resolution No. 17966. Resolution of the Mayor and Council of the City of Tucson, Arizona, declaring the intention to form, and adopting plans for, an enhanced municipal services improvement district within the corporate limits of the City of Tucson; designating such district as "Downtown Tucson Enhanced Municipal Services Improvement District"; declaring the enhanced services to be of more than local or ordinary public benefit and that the costs of said work or improvement will be assessed upon the District; declaring that the City Council shall make annual statements and estimates of the expenses of the District and shall assess the total sum upon the several lots, each respectively in proportion to the benefits to be received by each lot; approving the Assessment District Diagram; approving the Assessment Formula; approving the Downtown Tucson Enhanced Services Agreement; approving first Annual Work Plan and Budget; providing for the assessment of public property; and providing that the proposed District will be created and operated under the provisions of Title 48, Chapter 4, Article 2, Arizona Revised Statutes, and all amendments thereto, including specifically Section 48-575 of the Arizona Revised Statutes and all amendments thereto.
