4. ZONING: (C9-98-19) AUTHENTIC WEST – ESCALANTE ROAD, SR TO RX-2, ORDINANCE ADOPTION

    (a) Report from City Manager OCT18-99-545 WIV

    (b) Request to rezone property on the north side of Escalante Road approximately 1,275 feet west of Houghton Road. Applicant: Mr. Frank Koski of Ryan Architects and Engineers, Inc., representing the owner/developer, Authentic West. The tentative plat is for five (5) single family homes on 3.91 acres. The final plat for the Glenbrook South II subdivision (S98-073) is also scheduled for Mayor and Council consideration on today's agenda. The Planning Department recommends adoption of the ordinance presented. The City Manager recommends adoption of the ordinance presented.

    (c) Ordinance No. 9303 relating to zoning: Amending zoning district boundaries in the vicinity of the north side of Escalante Road approximately 1,275 feet west of Houghton Road in case C9-98-19 Authentic West – Escalante Road, SR to RX-2.

    Seven (7) written approvals and three (3) written protests were received. The protests result in a five (5) percent protest by area to the east and zero (0) percent to the north, west and south.

    A simple majority vote of the Mayor and Council will be necessary to adopt the ordinance presented should the Mayor and Council choose to do so.

5. REAL PROPERTY: SALE AND CONVEYANCE OF PROPERTY IN THE GREATER SANTA ROSA AREA AND BANKS GROVE SUBDIVISION THROUGH THE COMMUNITY SERVICES DEPARTMENTS LOW-INCOME HOMEOWNERSHIP PROGRAM

    (b) Ordinance No. 9304 relating to real property; vacating and declaring certain City-owned parcels of property now owned or to be acquired by the City to be surplus; and authorizing the conveyance thereof to certain qualified low-income home buyers; and construction to be done by private contractors.

    (c) Ordinance No. 9305 relating to real property; vacating and declaring certain City-owned parcels of property to be surplus; and authorizing the conveyance thereof to certain qualified low-income home buyers; construction to be paid for primarily with home funds and construction to be done in partnership with selected non-profit and for-profit developers.
