      (c) Ordinance No. 9367 relating to solid waste and finance; establishing disposal fees for residential self-haulers delivering refuse or other solid waste and commercial haulers delivering refuse to City-operated solid waste facilities; amending Sections 15-36 and 15-36(3) of the Tucson Code; and declaring an emergency.

    8. ZONING: (C9-99-01) ROBB RANCH - SPEEDWAY BOULEVARD, RX-1 TO R-1 AND OS, ORDINANCE ADOPTION

      (a) Report from City Manager APRIL3-00-212 WII

      (b) Request to rezone property located approximately 575 feet south of Speedway Boulevard and 1950 feet east of Pantano Road on the west side of Robb Wash with an extension north to Speedway Boulevard on the Kent Drive alignment and a strip from Speedway Boulevard to the south end of the property on the east side of Robb Wash and including the wash. Applicant: Mr. Richard Sarti of Rick Engineering on behalf of the property owner, the Jane Robb Trust. The development plan is for 38 one-story, single-family residences on 10.18 acres for a density of 3.73 units per acre and 5.7 acres on both sides of Robb Wash as open space.

      (c) Ordinance No. 9372 relating to zoning: Amending zoning district boundaries in the area located approximately 575 feet south of Speedway Boulevard and 1950 feet east of Pantano Road on the west side of Robb Wash with an extension north to Speedway Boulevard on the Kent Drive Alignment and a strip from Speedway Boulevard to the south end of the property on the east side of Robb Wash and including the wash in Case C9-99-01 Robb Ranch - Speedway Boulevard, RX-1 to R-1 and OS (Ward 2).

      The City Manager recommends that the ordinance presented be adopted.

      Seventy-four (74) written approvals and eighteen (18) written protests were received. Three (3) approvals and ten (10) protests were located within the 150 foot notification area. The protests result in a 63.1 percent protest by area to the south, a 10.7 percent to the west, a 6.5 percent protest to the east and a zero percent to the north.

      A 3/4 majority vote of the Mayor and Council will be necessary to adopt the ordinance presented should the Mayor and Council choose to do so.

    9. RECONSIDERATION: OF RESOLUTION NOS. 18562 AND 18563 ADOPTED MARCH 27, 2000 FOR ENACTMENT OF THE EMERGENCY CLAUSE

      (a) Report from City Manager APRIL3-00-213 CITY-WIDE

      (b) Resolution No. 18562 relating to the Federal Quality Housing Work Responsibility Act; approving the City of Tucson Public Housing Authority (PHA) Agency Plan for fiscal Year beginning June 30, 2000; authorizing and directing submittal of that Plan to the United States Department of Housing and Urban Development (HUD).

      (c) Resolution No. 18563 relating to planning and zoning; amending Kino Area Plan in the southwest corner of Tucson Boulevard and Drexel Road; from residential uses to park industrial uses and declaring an emergency.
