In order to ensure that the use of public dollars brings results and accountability, the Department participates in several essential planning processes. It produces the Consolidated Plan, a major five-year document that includes the goals and strategies for housing and community development programs throughout Pima County. A more specific document, Housing Strategies 2006-2010, guides the Department in its implementation of housing programs.

The Department supports the Metropolitan Housing Commission and the Community Development Advisory Committee, citizen groups that provide community input for City policy and appropriation of funds. It has also been providing support to the City of Tucson Industrial Development Authority as it seeks to broaden its role in the community.
