Silverbell Jail Annex Landfill

The Silverbell Jail Annex is a closed municipal landfill operated by the City of Tucson from 1966-1977. The site is divided into two disposal cells (Silverbell Jail Annex Landfill Site Map) . The south cell is located just south of the former Tucson Police Academy and the north cell is located beneath the City of Tucson's Silverbell Golf Course. Groundwater contamination was first noted under the landfill in 1985.

Environmental Services Engineering & Technical Support s objectives at this site are:
  • to remove the source of contamination;
  • to control the spread of the contaminant plume; and
  • to restore the groundwater quality at the site.


In 2000, the City installed a soil vapor extraction/air injection system to remove volatile organic compounds (VOCs) from the soil beneath the landfill, thus removing the source of the groundwater contamination. As of August 2002, the system had removed 1843 pounds of VOCs including 649 pounds of tetrachloroethene (PCE), the primary contaminant of concern.

The groundwater contaminant plume from the Silverbell Jail Annex Landfill has been monitored on a semi-annual basis since 1985. The plume is relatively slow moving and stable, and does not threaten any drinking water production wells.

Environmental Scientist Molly Collins monitors the performance of the soil vapor extraction/air injection system.

The City is continuing to evaluate the best method to clean up the groundwater itself. The site is a good candidate for monitored natural attenuation with enhanced bio-remediation due to the stable nature of the contaminant plume.  A pilot project to assess the feasibility of enhanced bio-remediation at this site began in early 2003.
