Flint Oil

The Flint Oil property has been the site of bulk fuel and oil storage and distribution since 1925. The City of Tucson (City) acquired the property from Union Pacific Railroad and is leasing the site to Flint Oil Company, which has operated on the site since 1960. Because of the property’s operational history as a petroleum storage /distribution facility, soil and shallow groundwater impacts are a concern.

The City plans to redevelop the Flint Oil site into a mixed-use retail and recreational complex. Environmental Protection Agency Brownfields grant funds in the amount of $100,000 will be used to perform expanded Phase I and Phase II Environmental Site Assessments (ESA) to identify the environmental impacts to soil and groundwater beneath the facility. Once the ESA work is completed, the City will analyze impacts to the soil and groundwater and potential risks to human health and the environment will be established. The City will meet with Arizona Department of Environmental Quality (ADEQ) to establish regulatory cleanup standards and the risk factors. If necessary, a cost effective remediation strategy will then be chosen for the property. Additionally, the City will investigate and if necessary remove any remaining Underground Storage Tanks and system identified in site assessment.
