4. PUBLIC HEARING: KINO AREA PLAN AMENDMENT - SOUTHWEST CORNER OF TUCSON BOULEVARD AND DREXEL ROAD, PARK INDUSTRIAL USE

    (a) Report from City Manager MARCH27-00-183 WV

    (b) Hearing on a proposed amendment which would allow park industrial use on a vacant parcel at the southwest corner of Tucson Boulevard and Drexel Road. Applicant: Chuck Martin, Rick Engineering Company, Inc. representing the owners, TACC Investors, L.L.C. This approximately eleven-acre site is currently zoned R-1. The site is within Residential Site 8 of the Kino Area Plan, which recommends residential uses at a variety of densities. The applicant proposes to develop park industrial uses, for which a rezoning to P-I will be necessary.

    (c) Resolution No. 18563 relating to planning and zoning; amending Kino Area Plan in the southwest corner of Tucson Boulevard and Drexel Road; from residential uses to park industrial uses and declaring an emergency.

    The City Manager recommends that Mayor and Council deny the proposed amendment to the Kino Area Plan. Should the Mayor and Council choose to approve the proposed amendment, the City Manager recommends adoption of the resolution presented.

5. PUBLIC HEARING: TUCSON CODE, AMENDING (CHAPTER 23) THE LAND USE CODE, RELATING TO MOTOR VEHICLE AND BICYCLE PARKING REQUIREMENTS FOR MULTIFAMILY DEVELOPMENT

    (a) Report from City Manager MARCH27-00-184 CITY-WIDE

    (b) Hearing on a proposed Land Use Code (LUC) amendment regarding motor vehicle parking requirements for multifamily (apartment) development. Specifically, the term "bedroom" is proposed for amendment, and the ability to use on-street parking toward required parking is proposed for deletion.

    (c) Ordinance No. 9364 relating to zoning; amending Chapter 23, The Land Use Code, Article III Development Regulations; Division 3, Motor Vehicle and Bicycle Parking Requirements; Division 6, Development Incentives and setting an effective date.

6. PUBLIC HEARING: CITY OF TUCSON PUBLIC HOUSING AUTHORITY AGENCY PLAN FOR FISCAL YEAR BEGINNING JUNE 30, 2000

    (a) Report from City Manager MARCH27-00-182 CITY-WIDE

    (b) Hearing.

    (c) Resolution No. 18562 relating to the Federal Quality Housing Work Responsibility Act; approving the City of Tucson Public Housing Authority (PHA) Agency Plan for fiscal Year beginning June 30, 2000; authorizing and directing submittal of that Plan to the United States Department of Housing and Urban Development (HUD).

7. PUBLIC HEARING: COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS FOR FISCAL YEAR 2000-2001

    (b) Hearing.

    The City Manager recommends that following the public hearing, Mayor and Council direct staff to return on May 1, 2000 for approval of final 2000-2001 CDBG allocations as a part of the Annual Consolidated Plan.
