Don Ijams began the meeting with a short description of the status of the CityScan project. He described the project as a WBIPUG (Web Based Information Portal Using GIS). That is to say, the CityScan system will provide users of the system access to a variety of information from a variety of sources using maps and other GIS and non-GIS based methods to display the information in a usable and readily understandable format. The GIS Cooperative CityScan Advisory Group has met three times since the October 13 GIS Cooperative meeting.
Don passed out a hard copy of an example opening web page for the system as well as a list of available layers from the Pima County GIS database library, and a rank ordered list of 30 layers or themes that a 1997 survey of 4 neighborhood groups found were considered most important. The CityScan project will use the lists to aid in determining its own list of layers or themes to include in the first iteration of the application.
There was some discussion of the concept of a current event component of CityScan, and what form that might take. An example was the Tour De Tucson Bicycle Race, where route maps and information might be made easily available prior to the race, but would disappear afterward.
Russ Riblett mentioned that the OED webpage had something similar and was curious if any specifics of the CityScan version of the concept had been determined. The CityScan project had not reached the stage of defining the current events portion of the project. There had merely been a suggestion from Mike Honomichl to possibly include something like that in the appliaction.
Russ also indicated that he would like to be included in the notification list of the CityScan project meetings. Dave Hochede will include him in subsequent meeting notices.
A discussion arose concerning the possibility of getting TEP, the DOTs, Water and other utilities together to create a map showing the locations and durations of all their construction and or maintenance projects.
Don described the efforts of Vickey Bagley to set up two Introduction to ArcView classes to be held in the Tucson Police computer training room. The December 14 - 15 class (10 seats) is full, but the January 4 - 5, 2001 class still has 6 seats available. Don described the process for attending the class (contact Vickey Bagley) and for requesting help from the Cooperative (pdf) for assistance in paying for the seat. Vickey and Steve Whitney have been working on a GIS Basic Concepts class, while Vickey has been developing a localized ArcView class utilizing the PCLIS data set and program.
GIS Budget for FY 2001-02
Don passed out a copy of the budget for the "GIS Project" for FY 2001/2002. The budget had been partially completed by Dave Hochede as far as the CityScan project was concerned, but nothing appeared in the budget for other GIS Cooperative initiatives. After some discussion it was decided to add $50,000 in training and to add a new program request for a fulltime GIS Coordinator to be part of the IT department. There was some talk of other things that might be funded by the Cooperative, one of which was a kind of contingincy fund for currently unforseen technical upgrades.
Adjustments of Pima County GIS Layers Using Orthophoto Data
Steve Whitney said their would be a small delay in Phase I of the orthophoto rectification project, due to a number of key personnel being out of the office for the Thanksgiving holiday. Phase I will transform GIS layers on MARS from the NAD27 to NAD84 datum.
Phase II, involving "rubber sheeting" layers to match the orthophotos, is now scheduled for late December 2000.
"Enterprise GIS with GeoMedia"
A special presentation was given by J. Shane Nicoll from Intergraph Corporation. Mr. Nicoll gave a presentation and short demonstration of the GEOMEDIA product. Main features seem to be the ability to incorporate many different formats of GIS data into one presentation map without converting any of the formats. Also, a map to web page authoring tool was demonstrated.
