1. Guest Presentation - "The Basics of Contracting and Managing an Image and Mapping Project

from an Administrator's View" - David Majors, Cooper Aerial Inc.

    - Thanks to Dave and Tim (from Cooper) for their time and effort in towards this presentation!

    2. IDT Presentation - Bill Marum

    - Bill showed the Coop a "pre-final" version mockup of the Electronic Plans Submittal project application form data entry screen. Laura has been working with Bill on some procedural issues with this as well.

    - Al Jiminez from the Pima County DOT will load AutoCAD files into this application for testing purposes

    - Walt from IDT suggested developing an issues log to gain insight into what needs to be improved or positively changed with this application

    Many thanks to Bill and Laura for their continuing hard work and dedication to this project!

    3. Regional Ortho, Oblique Imagery, and Zoning Application Discussion - Manny Rosas

      - Ortho 2005 Project:

      The aerial photo control should be completed by April 22. Sanborn Mapping

      is scheduled to mobilize their plane, camera and equipment by April 23 and

      hopefully start capturing the imagery and LiDAR commencing on April 25th

      - Regional Oblique Imagery Project:

      Pictometry Inc. is scheduled to capture the aerial photography by late May.

      The aerial coverage includes the Empowerment Zone as described by the City

      of Tucson

      - Zoning Application:

      We are reviewing jurisdiction zoning maps and will discuss other related

      items with the Regional Data Center Technical Advisory Committee

    4. Data Sets - Who has what? - Larry

    - This agenda item was brought up to determine who has what as far as sets/layers/files of data that may not be carried by the Pima County DOT.

    - Two levels of access exist: 1) City/County access to data and 2) An FTP site (which is open to all)

    - Someone suggested a survey of what is out in the community was not a good idea

    - Maybe setting up appointments with each organization or member to gather such data would possibly be a feasible idea

    - Steve Whitney reports that they receive one to two new layers per month (not derivative layers - layers modified from an existing layer), mostly from conservation orgs.

    - It was suggested that Geowiz be used as a data request "forum" where members can send their requests out and another member may have the answer for them

    - Don Ijams mentioned that TPD has scrubbed crime data (the last five or six years) available on CD for $20. The information contains about five or six fields worth of data - addresses, etc.

    5. ArcView 3.x Training - Does it need to be continued? - Larry

    - Don is retiring in June (probably) and will no longer be teaching ArcView 3.x. Melisa Hadinger from Water has agreed to teach ArcView 3.X when Don retires, dependent on supervisory/managerial approval (for her). This is great news and I am pleased to announce that Melisa is excited about this opportunity and possibly teaching other topics as well!

      Melisa and Don, thank you both for your efforts!

    6. What's New in the GIS Library - Steve Whitney

    - STNETALL has been resurrected

    - PA_GE40A - parcels greater than or equal to 40 acres

    - RFPT500 - 500-foot reference points

    7. GIS Intern Status - Linda/Don/Larry

    - Linda Coon, Don Ijams, and I have interviewed both candidates for the GIS Intern Position as of 4/20/05. The results should be announced next week.

    8. GIS Coop Expansion Effort - Larry

    - We'd like to welcome Yvonne Morken - TFD IT Manager (new), Mike Schrade - IT Manager for the Town of Sahuarita, and Larry Shelton - IT Manager for COT Development Services.

    - Everyone, and especially Mr. Shelton, please accept my apologies for not introducing Mr.Shelton at the April GIS Coop meeting. Welcome aboard, Larry!

    - I am in the process of personally contacting governmental, quasi-governmental, utility, and quasi-utility organizations in order to expand the membership. I have contacted Sahuarita, Tucson International Airport, The Pascua Yaqui Nation, The Tohono O'odham Nation, South Tucson, and Pima Community College. I am still in the process of trying to recruit members to this organization - the more members, the more ideas, the more participation, the better we become at understanding our community's GIS needs.

    - Yvonne Morken suggested contacting Real Estate orgs., SAHBA, Tucson Chamber of Commerce, TUSD, and other school districts.

    - If you know of any other agencies or orgs. That may want to join, please let me know. Federal organizations (in Tucson), the U.S. Postal Service, Qwest, Southern Pacific, outlying fire districts (outside of COT), and non-profits may be worthwhile participants but I need to hear from you, the members, on what may need to be done. So please, send me your suggestions on recruitment and let me know what's on your mind.

    9. Education Subcommittee - Larry

    - Autumn Figuroa, Dave Koss, and Melisa Hadinger have agreed to be the new Education Subcommittee. We already have some prospects for in-house Coop training and are excited at the prospect of taking education much farther than we have before. Again, Melisa Hadinger has been very receptive in teaching not only ArcView 3.x , but some other topics as well.

      Thanks to Autumn, Dave, and Melisa for volunteering their time and energies!

    10. Open Floor

    - Manny and I are discussing the possibility of combining SAGIS (Southern Arizona GIS) and the Tucson GIS Coop into one organization. The representative for SAGIS is Rick Harrington with Pima County DOT. Although SAGIS has been inactive (they still maintain a listserv and website, though) for a while, both organizations have similar goals in mind. I'd like to get some serious feedback from any and all members concerning this possibility, as this involves you and the future of this organization.

    - Rob MacArthur (U of A) has announced that U of A is integrating its GIS efforts (campus wide). Grant McCormick, the U of A GIS Coordinator would like to give the GIS Coop a presentation on the efforts involved in this project. We would love to hear what GIS efforts are going on in the GIS Community!

    - May 23rd - Jack Avis is hosting a Cartograph Asset Users Group presentation (GIS - Asset Management presentation) from 10:00 AM to Noon (I assume). He will expanding on the topic of using AVAN (sp?) for collecting images of the actual street network used in town. You can email Jack at; Javis@marana.com for more information.

    - I'd like to get your input on whether we should allow weblinks to outside orgs. I'm considering members website links, but any orgs. that are outside of the membership may not be in the best interest of the organzation. We have already had one request to do so and I said no for reasons of impartiality. Feedback was mentioned as an alternative, so your suggestions, comments, and opinions on this matter are welcomed.

    - Society Conservation GIS (SCGIS) is holding their meeting on May 11th at The Nature Conservancy on Ft. Lowell. Email Melisa Hadinger at: melisa.hadinger@tucsonaz.gov

    - Last, but not least - the ESRI International Users Conference is going from July 25th to the 29th. Cost is $1295 for the duration of the regular conference or $425 per day.

      In the past, we have taken account of who has complimentary registration in order to facilitate the passage of more members (who did not have the funding) to the conference. However, it was brought up at this Coop meeting that the guidelines regarding comp passes has been tightened. You can find the facts at:

      We already have one request to go. If you would like to go, please let me know ASAP. We can only send a two or three at the most (with normal Coop funding, and unfortunately, only COT employees at that). Preference will be for those who have never been to a conference or the international conference. Thanks for understanding!
