LAND USE CODE (LUC) AMENDMENT -
PLANNED COMMUNITY DEVELOPMENT (PCD)

An amendment is proposed to Charter 23, Land Use Code (LUC), to establish the Planned Community District (PCD) zone, as a zoning tool to implement the Desert Village concept of the General Plan as envisioned for the Houghton Area Master Plan (HAMP) and other specific plans which require master planning at a larger and more comprehensive scale than traditional subdivision development.

The purpose of the PCD zone is to assure that development in the HAMP area and other master planned areas is consistent with such plans, meets the needs of the community, and to allow for flexibility in zoning to encourage creative design. The PCD will include submittal and processing requirements that are different from other zones.

Amendments to the LUC will also occur in Article II, Zones, Article V, Administration, and Article VI, Definitions.

Staff plans to present the proposed PCD zoning classification for Mayor and Council consideration in the spring of 2006.
