Goals and Objectives for the Burrowing Owl

Implementation of anticipated covered activities may result in the loss of potential habitat in the Southlands due to urban development and associated infrastructure, in Avra Valley as a result of water development projects, and along the Santa Cruz River as a result of the implementation of riparian restoration projects. Direct take of owls may occur if occupied burrows are destroyed during grading or other ground disturbance activities. Mortality may also occur when owls are struck by vehicles or aircraft. Indirect effects of urban development may impact the owl through introduction or spread of invasive non-native species, reductions in native prey base, predation by domestic animals, and disturbance by humans, e.g., off-road vehicle use and target shooting. This species is known to occur locally in areas with heavily impacted by development or other disturbances.

Goal:

    1. Contribute to maintaining local and regional populations of burrowing owls.

Specific Objectives:

    1. Provide breeding and foraging opportunities for burrowing owls.

    2. Provide for long-term availability of suitable dispersal habitat for burrowing owls.

    3. Minimize potential mortality of burrowing owls resulting from City actions.

Conservation Measures:

    1. Provide breeding and foraging opportunities for burrowing owls.

    a. Permanently protect suitable burrowing owl breeding habitat within the City of Tucson planning area.

    b. Protect essential habitat elements to maintain long-term productivity of burrowing owl habitat.

    c. Support research to improve understanding of burrowing owl breeding and foraging habitat requirements.

    d. Work with other jurisdictions and entities to identify and implement strategies to minimize disturbance to suitable burrowing owl breeding and foraging habitat in Avra Valley and along the Santa Cruz River corridor.

    2. Provide for long-term availability of suitable dispersal habitat for burrowing owls.

    a. Permanently protect suitable burrowing owl dispersal habitat within the City of Tucson planning area.

    b. Protect essential habitat elements to maintain long-term productivity of burrowing owl habitat.

    c. Support research to improve understanding of burrowing owl dispersal habitat requirements.

    d. Work with other jurisdictions and entities to identify and implement strategies to minimize disturbance to suitable burrowing owl dispersal habitat.

    3. Minimize potential for mortality of burrowing owls.

    a. Reduce potential for loss of burrowing owls to domestic cats and dogs.

    b. Reduce potential for loss of burrowing owls to vehicle strikes.

    c. Reduce potential for loss of burrowing owls to development

    d. Educate target audience about need and ways to minimize threats to burrowing owls.
