Goals and Objectives for the Pale Townsend’s Big-eared Bat

Implementation of anticipated covered activities may result in the loss of potential foraging habitat in the Southlands due to urban development and associated infrastructure and the loss of potential foraging habitat in Avra Valley as a result of water development projects. Direct take of foraging bats is not likely. Mortality may occur when bats are occupying night roosts, such as bridges, due to the impacts of maintenance or treatment activities on these structures. The indirect effects of urban development may impact the bat through reduction in native prey base, predation by domestic animals, disturbance by humans, e.g., off-road vehicle use in washes, and urban-associated features, such as street lights. The most significant threat to this species, however, is loss of potential maternity and long-term day roost sites, through closure of adits and mine shafts, disturbance of mine shafts and caves, improper cave gating, and renewed mining activities. The City of Tucson planning area contains no suitable maternity or long-term day roost sites.

Goal:

    1. Contribute to maintaining local and regional populations of pale Townsend’s big-eared bats.

Specific Objectives:

    1. Provide year-round foraging opportunities for pale Townsend’s big-eared bats.

    2. Maintain and improve availability of suitable night roosts for pale Townsend’s big-eared bats.

    3. Minimize potential for direct take of foraging pale Townsend’s big-eared bats.

Conservation Measures:

    1. Provide year-round foraging opportunities for pale Townsend’s big-eared bats.

    a. Permanently protect suitable pale Townsend’s big-eared bat foraging habitat within the City of Tucson planning area.

    b. Protect essential habitat elements to maintain long-term productivity of foraging habitat.

    c. Reduce negative impacts to prey availability.

    d. Limit disturbances near protected pale Townsend’s big-eared bat foraging habitat.

    e. Support research to improve understanding of pale Townsend’s big-eared bat foraging habitat requirements.

    2. Maintain and improve availability of suitable night roosts for pale Townsend’s big-eared bats.

    a. Minimize loss of features that create potential pale Townsend’s big-eared bat night roosts.

    b. Design public facilities to improve suitability as potential pale Townsend’s big-eared bat night roosts.

    3. Minimize potential for direct take of foraging bats.

    a. Reduce potential for loss of pale Townsend’s big-eared bats to domestic cats and dogs.

    b. Reduce potential for loss of bats to vehicle strikes.

    c. Reduce potential impact of public facility maintenance operations on pale Townsend’s big-eared bats.

    d. Educate target audience about need and ways to minimize threats to bats.

    e. Support research to improve knowledge of potential and occupied roost sites.

    f. Work with other jurisdictions and entities to identify and implement strategies to minimize disturbance to known and potential pale Townsend’s big-eared bat winter and long-term day roost sites, which are outside of the City of Tucson planning area.
