City of Tucson Habitat Conservation Plan (HCP)
Species Conservation Goals and Objectives
Conservation Goals and Objectives (G&O) have been developed for each of the target species. The G&O development was a three-step process. First, the entire Technical Advisory Committee (TAC) developed an overall Threats and Stressors Matrix (Matrix) which identifies the threats and stressors to each species. The Matrix contains several categories of threats and stressors, such as habitat loss, interspecific factors and anthropogenic factors.
Once the Matrix had been developed, expert subcommittees were convened for each species. The subcommittees were comprised of university, government and private sector experts. The subcommittees refined the Matrix for each species. Using the information in each of the refined Matrices, the each subcommittee then developed the Conservation G&O for each species.
The G&O, combined with the covered activities information for each project area, will be the basis for the Conservation Strategies for each species. The TAC will develop the Conservation Strategies and forward them to the Stakeholders Advisory Committee (SAC) which will develop the policies to implement the Conservation Strategies. Those policies are a critical component of the Habitat Conservation Plan (HCP).
