In making revisions to the Final Plan (dated July 3, 2013), staff took into account public comments received on the Final Draft (released in March 2013) through written comments, public testimony, and meetings.  Staff initially provided recommendations regarding Plan changes to the Planning Commission and to the Mayor and Council in conjunction with both bodies’ public hearings.  Subsequently, at the conclusion of its June 11, 2013, public hearing on Plan Tucson, Mayor and Council directed staff to work with stakeholders toward resolution of four outstanding issues, including:  (1) economic development coverage in the Plan, (2) Davis-Monthan-related policy language (3) Neighborhood and Area Plan process language, and (4) Opportunity Areas Map content and process language. 

Staff worked with stakeholders through a series of issue meetings and related communications over several weeks to obtain ideas on how the outstanding issues could be addressed and where there might be general agreement.  Stakeholders with concerns about the outstanding issues shared their time over this short period in civil discourse to determine where there might be some common ground across interests. 

The final Plan Tucson document represents staff’s best effort to resolve outstanding concerns in a manner that seemed to be most acceptable to stakeholders across interest groups and was achievable in the time-frame.

Staff recognizes that some approaches to resolution were more satisfactory than others and full consensus could not be achieved across all stakeholders for all issues.

FINAL DRAFT PLAN TUCSON RELEASED MARCH 20, 2013 AVAILABLE FOR REVIEW!

 

The FINAL DRAFT Plan Tucson, which is now available for review, reflects staff recommendations for revisions approved by the Planning Commission at the February 27, 2013 meeting. The recommendations for revisions were based largely on more than 800 comments provided by approximately 100 commenters representing agencies, nongovernmental organizations, and the general public.

PLAN TUCSON DRAFT RELEASED NOVEMBER 28, 2012

The Plan Tucson Draft was released for review on November 28, 2013. Hard copies of the Draft were available for viewing at the Housing and Community Development Department and the Mayor's and each Council office.

Written comments were requested by January 15, 2013. Because staff continued to receive written comments since January 15,  the deadline for written comments was extended until Wednesday, February 6, 2013.

Comments were provided by over 100 commenters – either as individuals or as representatives of governmental agencies and nongovernmental organizations. The breakdown of comments resulted in more than 800 rows in the spreadsheet below. Responses on the spreadsheet were provided by Plan Tucson staff.  BIG THANK YOU TO ALL OF THOSE WHO REVIEWED THE PLAN TUCSON DRAFT AND SHARED THEIR WRITTEN COMMENTS! It was clear that a great deal of thought and time went into these contributions.
