Employees in these classifications earn 104 hours of sick leave and 104 hours of vacation leave annually. Vacation accrual rates increase with seniority. Sick Leave balances are unlimited and Vacation balances have a cap of 288 hours.
IMPORTANT PENSION INFORMATION:
Full time employees also enjoy the benefits of membership in the Tucson Supplemental Retirement System (TSRS). The City's defined benefit pension plan has provided lifetime income to City of Tucson retiree's since 1950, and the program continues to provide monthly income to over 2,700 retirees. All TSRS members participate in paying for the cost of this benefit, by making payroll contributions that provide 40% of the funding; the remaining 60% funding is paid by the Employer. All member contributions are placed in the TSRS trust, but remain the property of each employee member, and are credited with interest at the rate of 6% each year.
Contribution requirements to TSRS change annually on July 1st, and represent a significant component of your compensation and benefits from the City of Tucson. The payroll deduction for the fiscal year ending June 30, 2013 is 13.976% of gross pay. As an example, applying this contribution requirement to an hourly employee making $15/ hour for an 80 hour, bi-weekly paycheck, would result in the following deduction from pay: $15.00 X 80 = $1200, $1,200 X 13.976% = $167.71 deduction. This contribution is considered a pretax contribution. In calculating a pretax contribution, the amount of taxes withheld will be reduced, as the basis for the taxable amount will be reduced.

The City of Tucson's Procurement Department is seeking a highly motivated, dependable, detail-conscious, professional individual who can work with limited supervision and provide superior customer service. This position is responsible for federal Davis Bacon wage compliance oversight. This includes conducting field investigations and analyzing certified payrolls of City contractors working at construction sites as well as in an office environment.
Essential duties include:
Conducts specialized field investigation work by observing construction site activities and interviewing employees to ensure proper compensation is being provided
Reviews draft construction solicitations and recommends and provides the appropriate Department of Labor (DOL) wage determination
Conducts meetings with contractors to explain federal Davis Bacon requirements
Reviews and certifies payroll submittals by reviewing payroll information to ensure compliance with Federal and local laws, contacts contractors regarding payment and/or employment discrepancies, and verifies field interviews and site checks against payroll submittals
Develops, analyzes, implements and monitors program policy, procedures and guidelines in compliance with industry trends and legislation
Attends and conducts meetings with contractors, preparing presentation materials, explaining Davis Bacon wage requirements and federal standards, and answering questions
Responds to contractor and/or contractor's employees regarding wage discrepancies
Prepares and maintains documentation by reviewing and organizing submittals, enforcement reports, activity reports, recommendations, memos, and other communications
Prepares, participates in, and responds to federal wage compliance audits
Prepares reports for management on status of contractor compliance
Advises management on compliance issues and requirements
Advises management when a contract is out of payroll compliance and establishes monitoring programs for compliance with federal or local wage laws
Bachelor's degree in Business, Public Administration, Construction Management or related field
2 years and over in public contracting or construction trades
Valid drivers license
An equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of this position may be considered.
Previous Davis Bacon compliance officer experience
Previous experience with inspection and oversight of construction projects
Previous experience participating in and responding to federal audits
Previous experience with and working knowledge of Microsoft Office Suite
Previous LCPtracker software experience

WHAT HAPPENS NEXT:
