Specialty Programs

This section will provide you with a general overview of the specialty programs the division currently funds, monitors and administers.


The HUD -Veterans Affairs Supportive Housing (HUD-VASH) program combines Housing Choice Voucher (HCV) rental assistance for homeless Veterans with case management and clinical services provided by the Department of Veterans Affairs (VA). Services are provided for participating Veterans at VA medical centers and community-based outreach clinics. Contact your VA representative for more information and to get a referral for the program.

La Frontera's Rally Point Apartments

Referrals and applications are now being accepted for La Frontera's Rally Point Apartments, an upcoming Section 8 Project-Based Voucher and Low-Income Housing Tax Credit (LIHTC) project that will provide thirty (30) studio units for single low-income Homeless Veterans. (This project specifically targets Veterans who are not eligible or not interested in VASH housing.)

Family Unification Program (FUP)

FUP is a program under which Housing Choice Vouchers (HCVs) are provided to:

  • Families for whom the lack of adequate housing is a primary factor in either:
    • The imminent placement of the family's child or children in out-of-home care.
    • The delay in the discharge of the child or children to the family from out-of-home care.
    • There is no time limitation on FUP family vouchers
  • Youths at least 18 years old and not more than 21 years old who left foster care at age 16 or older and who lack adequate housing. FUP vouchers used by youth are limited, by statute, to 18 months of housing assistance.

Vouchers provided through FUP may be used to lease decent, safe, and sanitary housing in the private housing market. Families and Youths interested in FUP must currently be on the Section 8 waiting list and referred by one of the participating agencies below:

Shelter Plus Care (SPC)

Rental assistance for permanent housing and supportive services is provided through a sub-contract with non-profit agencies. Shelter Plus Care programs serve homeless persons and families with disabilities such as the seriously mentally ill, those with chronic addictions to alcohol and/or drugs, persons that have AIDS or AIDS related diseases.

Supportive Housing Program (SHP)

  • Pathways - Permanent housing provided through sponsor agencies for low-income homeless individuals and families with disabilities. Target populations served under the grant are identified as homeless and chronically homeless persons and families with disabilities such as the seriously mentally ill, those with chronic addictions to alcohol and/or drugs and persons that have AIDS or AIDS related diseases. Although the grant does not include funding for supportive services, the sponsor agencies provide wrap-around supportive services such as intensive case management, development of an Individual Service Plan, psychiatric appointments as needed, assistance with acquiring mainstream services such as food stamps, SSI, or substance abuse treatment.
  • Positive Housing Opportunities Program (PHOP) - Under a cooperative agreement with Southern Arizona Aids Foundation (SAAF), Section 8 "look-alike" assistance is provided to persons and families who qualify under PHOP guidelines.

HOPWA-Rent Subsidy Program

This program is administered under a cooperative agreement with Pima County and Southern Arizona Aids Foundation (SAAF). This Section 8 "look-a-like" designed program provides assistance to persons and families who qualify under the Housing Opportunities for People with Aids (HOPWA) guidelines.

Moderate Rehabilitation Program

Project-based Housing Assistance is provided to very low-income, individuals or families in privately owned rehabilitated properties. Clients are not able to take the assistance with them if they decide to move; however if vacancies exist within the program, clients may relocate.

Moderate Rehabilitation Program – Single room Occupancy (SRO)

Project-based assistance provided to low and very low income individuals who are homeless. Eligible clients are provided a safe, decent and sanitary housing that is privately owned. Assistance is not portable, however if vacancies exist within the program, clients may relocate.

Mainstream Program for Persons with Disabilities

Through partnerships with various community organizations, clients with various disabilities are afforded support services as well as affordable and accessible housing in the open market. Costs associated with accessibility/modifications may be provided through agencies or through Direct Center For Independence, Inc. (520) 624-6452.
