Description
Tucson Water and Pima County are engaged in a jointly funded reclaimed water recharge project in the southeast Houghton Road area. The project is planned to provide the capability to recharge reclaimed water that would ordinarily be discharged into the Santa Cruz River, resulting in beneficial use of this water within the metropolitan area. Preliminary investigations began in Fiscal Year 2011, construction of the facility is scheduled for Fiscal Year 2016 and Fiscal Year 2017. Fifty percent of the total project cost of $8,342,000 will be reimbursed by Pima County.

SHARP will be a multi-benefit facility that will be primarily a recharge project putting un-utilized reclaimed water resources to beneficial use, later it can be a habitat and passive recreational setting similar to Sweetwater Wetlands, and opportunities for public outreach on water issues, recycling and the environment.

Project #105 - Status

06-May-15 The 60% design has been completed and in Tucson Water review. Completion of the 90% design is scheduled for July. At that point applications can be submitted to ADEQ and ADWR for the necessary water permits. The current bike trail modifications have beesn ent to the Fantasy Island community for their review. All of their suggestions for trail re-location have been incorporated into the 60% design report.


10-Apr-15 The Conceptual Design Report is complete and a 60% design submittal is scheduled for the end of April. Completion of the 90% design is scheduled for July. At that point applications can be submitted to ADEQ and ADWR for the necessary water permits. The current bike trail modifications will be sent to the Fantasy Island community for their review. 11-Mar-15 The project status is the same as the previous month.
13-Feb-15 Conceptual Design Report is completed with input from project team and the mountain bike community. A preliminary construction estimate of $5.2 million was prepared at the conceptual level, and will be refined during detailed design. With the final conceptual design completed the ADEQ and ADWR permit application preparation has started. The JROC will meet more frequently to review design direction as more detailed parts of design begin.
07-Jan-15 Preliminary Design Report is under staff review and a progress meeting is scheduled with the consultant in January 2015. Staff met with representatives of several bicycling organizations at the SHARP site to discuss the project and bike trail routing improvements. The local bicycle groups are pleased to be involved and will be partners with project staff though design and construction on alternative trails.
01-Dec-14 A SHARP design workshop was held with the design team to discuss the sizing and the layout of the recharge basins. A preliminary facility layout was submitted to Tucson Water staff (attached). Three basins will be constructed with a fourth laid out for future expansion.
04-Nov-14 Design work continues on the SHARP project. Staff is meeting with the Southern Arizona Mountain Bike Association, Parks and Recreation Dept. and the Office of Integrated Planning to coordinate all the potential design components needed to fulfill a true multi-benefit facility.
08-Oct-14 Design work on the SHARP project is continuing. Design criteria and permit pre-application meetings are scheduled for October 2014 with Kick-Off and site visits already completed. City and County Real Estate offices have met to prepare for a joint ownership agreement for the SHARP property. Geotechnical field investigations for design will start in November 2014.
09-Sep-14 Design work has begun with a team site visit and consultant data requests. Evaluation of feasibility study data is currently underway in preparation for design infiltration rate assessment. A monthly project meeting will be held to review the consultants hydrologic assessment and provide direction for the next stage of preliminary design.
04-Aug-14 The SHARP design and permitting contract with CH2MHill was executed in July of 2014. The first kick-off meeting is scheduled for August 13th. Site design investigations and permit application development will begin shortly after the kick off meeting and will continue through the Fiscal Year 2015.
15-Jul-14 The status has not changed.
06-Jun-14 Development of a design contract for SHARP is continuing. New surveys of the SHARP property are complete detailing the land parcel that will be subject to joint ownership with the County. A portion of the original 40-acres will not be included in the joint ownership. The JROC action plan is still under review, but preparation for the joint land ownership is proceeding.
01-May-14 Contracting for design of the SHARP facility has started. Efforts to prepare necessary information to initiate the sale of half the SHARP property to the County is underway. In May, a Joint Recharge Oversight Committee (JROC) meeting will be held to review and approve the design contract, property sale process and a JROC Business Plan that will detail the next steps to begin design work in June.
08-Apr-14 Several meetings have been held in the past month to finalize details of a future IGA which are being prepared by the Joint Recharge Oversight Committee (JROC). These preparation meetings are being held by select members of the JROC to speed the discussion and decisions necessary for JROC approval and legal review. It has been decided that IGA preparation should not impede progress on design contracting and the start of design activities. The IGA will set the conditions for joint ownership of the land parcel purchased earlier by Tucson Water from the City.

05-Feb-14 After direction from the City Manager, Tucson Water is beginning development of a land/cost share agreement enabling Pima County to be joint owner of the SHARP property. This agreement will place land use restrictions on the property to ensure the recharge project operations are not compromised.
07-Jan-14 Progress is being made in discussions with Pima County on design and permitting for this project. It is anticipated that a final scope will be agreed on in the Spring of 2014. The selected consultant will begin preparaion of a desing report that will facilitate the permit application process.

Fiscal Year 13 funds will shift to monitor well drilling using City Job Order Contractors (JOCs).
04-Mar-13 The Design/Permitting RFQ has been issued and selection of an Engineering Consultant is expected by April 2013. Design work will begin in April with expectation of $325,000 worth of expenditure. If selection of an Engineering firm is not possible by May, monitor wells will be installed at the SHARP site to expend the allocated funds scheduled for FY 2013.

An RFQ will be issued in December 2012 to secure a consulting/engineering firm for design and permitting of the recharge facility. Land acquisition completion and monitoring well installation will continue as a Tucson Water effort.
08-Nov-12 As of October 2012, recharge feasibility, archeological and environmental clearances are nearing completion. An RFQ (Request for Qualifications) is being prepared to solicit consulting services for design and permitting of the facility.
