Description
The project will be a modest, four-lane roadway north of the Union Pacific railroad tracks that will connect Barraza-Aviation Parkway to 22nd Street and I-10, offering an alternate access to Downtown, plus new underpass with the Union Pacific railroad. The project is divided into four separate construction phases.

Project #82 - Status

12-May-15 In the process of finalizing 100% design package. This includes plans, specification and estimate. Ongoing Coordination with the Union Pacific Railroad (UPRR), utility companies and Citizens Advisory Committee (CAC).

10-Apr-15 There is no change in the status for this project.
09-Mar-15 Phase III design will be 100% complete by April. TDOT continues to work with the Union Pacific Railroad (UPRR) and the major utility companies on final design approval. Some utility relocations will begin in late spring/early summer. Real Estate is working on the final property acquisitions to be completed by this summer 2015, with demolitions to follow. Phase II environmental reports for properties will begin in April.

13-Jan-15 TDOT has completed its review of the 90% plans for Downtown Links Phase III from Church Ave. to Broadway. The design consultant is now actively working towards 100% design completion. Real Estate staff is actively working on the acquisition of remaining properties needed for the corridor. Development of the artists' concepts for the retaining walls is ongoing. Utility relocations will begin in March 2015.

ADEQ is relocating several monitoring wells that are within the Downtown Links corridor including those that were removed due to the 8th Street Drainage project.

08-Jan-14 St. Mary's Roadway improvements are wrapping up and will reach ''substantial completion by end of January. The final 2'' of rubberized asphalt will be installed in March when temperatures are above 65 degrees.

Phase III is nearing 90% design completion. Remaining property acquisitions in process.

Phase III: 6th Street to Broadway at 75% design completion. RTA recently approved funding for remaining property acquisitions and design scope for Phase III.

Stone Transmission building was demolished in late July. The site is being cleaned, leveled, and completed with a gravel surface by mid August. Parkwise will manage the site as parking for the next few years.

06-May-13 St. Marys construction is 30% complete and still on schedule for full completion January 2014. The roadway is temporarily closed between Granada and Church to install a 90" storm drain. The roadway will reopen in early June.

The Citizens Advisory COmmittee (CAC) Deck Park Subcommittee adopted a design concept for the deck park which will be presented to the full CAC on May 13th. City staff will review in the coming weeks for further consideration and approval.

Phase III from Church to Broadway still at 30% design due to ongoing structural and environmental reports. Will reach 75% design by August.

Demolition of the Stone Transmission building (529 N. Stone) will take place this summer. A pre-bid meeting is scheduled for May 8th.

No further property acquisitions or demos will occur until funding is approved by RTA in September.

04-Feb-13 St. Marys is under construction and scheduled for completion in January 2014. Crews opened up the road to 4 lanes for the duration of the Gem Show, ending Feb 17th.

The 6th Street: Church to Broadway section is in design. A Citzens Advisory Committee meeting was held last month, and further direction was provided to the design team regarding key issues. Remaining property acquisitions will be initiated in the next 6-12 months.

03-Dec-12 The St. Marys section from I-10 to Church Ave. broke ground on November 5th and is scheduled for completion in January 2014. Borderland Construction is the contractor.

Phase III and IV from Church Ave. to Broadway is in design at currently at 30%. In the process of doing environmental and geotechnical reporting.

The Urban Overlay District is on hold until January after the Office of the City Manager has reviewed the draft document and coordinated with parking plans.

04-Oct-11 Borderland Construction construction effort started October 3rd. First major trenching on 7th Street to begin October 24th. There will be re-striping of 6th Ave from 6th St to 7th St to two-way travel, and a four-way stop at 6th Ave/7th St.
Demolition of two vacant buildings at 220 E. 8th Street and 320 N. 6th Ave to begin the week of October 10th. Land will be used for construction staging and some parking.
