Description
Design and construct safety, security, and comfort improvements as part of a comprehensive CPTED study. CPTED= Crime Prevention Through Environmental Design.

Project #86 - Status

06-May-15 Remaining FTA grant funds are being used for the Phase I: 6th Ave. two-way conversion project and Phase II: Toole Ave./Pennington intersection realignment project. The 6th Ave improvements are complete. The intersection improvements will begin in June and completed by end of August.

10-Apr-15 Remaining FTA grant funds are being used for the Phase I: 6th Ave. two-way conversion project and Phase II: Toole Ave./Pennington intersection realignment project. 09-Mar-15 Remaining FTA grant funds are being used to supplement the 6th Avenue two-way conversion project which began January 5th. The contractor will be complete with all concrete work, signals, and paving by April 20th.


13-Feb-15 Remaining funds (approx. $300,000) will be used to supplement the downtown 6th Avenue two-way conversion and repaving project. The contractor Arizona Paving began work on January 5th and will take approximately 4 months to complete.

03-Jun-14 Kittle Design and Construction has completed clean-up of Toole Ave lot, sealing of Arizona Avenue concrete joints, installation of new AC unit at kiosk, and rain gutter next to MacArthur building. Toole Ave. parking lot plans almost 100% complete and will be finalized in June.

07-Mar-14 Kittle Design has begun work on various improvements at RTC and at the vacant Toole Avenue lot for clean-up. A change of scope is in process to pave the parking lot and make it ADA compliant.

-Make street improvements to 6th Avenue and Pennington. This includes the completion of the two-way conversion (new signals, ADA ramps, paving, and striping) which will enhance bus access and ped safety.
08-Nov-13 RTC miscellaneous improvements and repairs to begin in November. To be completed by January.

09-Sep-13 Safety and Security Upgrades 100% complete. DL Wither contract closed out.

Scope completed for miscellaneous improvements to RTC site and vacant Toole Ave. lot. Will go to bid by October.

Remaining funds will be used for the 6th Ave two-way signal upgrades per FTA approval.
01-Aug-13 DL Withers Construction work is 99% complete and close-out in process. Staff currently working on a separate scope of work for miscellaneous improvements to the facility.
01-Jul-13 Project is 99% complete. In the process of site inspections and close-out. Will make some small remaining improvements in the next two months using an on-call contractor.

06-May-13 Safety and security upgrades are 99% complete. Some lighting units are still on back-order.
02-Apr-13 99% complete. Fully completed by end of April. New shade structures on east side are installed and look good.
04-Mar-13 Project is 99% complete. Should be fully completed by mid March.

02-Jan-13 Project is 98% complete. Two shade canopies are being constructed for the east median island and ready for installation by end of January.
03-Dec-12 95% complete. Substantial construction scheduled for December 9th.
06-Nov-12 Work is 95% complete.Substantial Completion scheduled for November 16th.

01-Oct-12 Work is 85% complete and still scheduled for completion in late October.
08-Sep-12 Work is 75% complete and scheduled for completion in late October.
08-Aug-12 Project under construction and 65% complete. Added a change order to remove old bricks on center island and replace with new concrete and ADA-compliant ramps.
09-Jul-12 25% complete. Some delays due to underground utility coordination but still on schedule for completion in September.
07-Jun-12 Project is under construction and 10% complete. Some complications with placing pile-ons in east median islands due to all the underground utilities in that area. Looking at alternatives but not a critical path item.
01-May-12 Project is now under construction by DL Withers general contractor.
02-Apr-12 The bid was awarded in March to DL Withers Constuction for $999,600. Waiting for Procurement to give approval for Notice to Proceed (NTP).
06-Mar-12 Construction contract awarded to DL Withers in February. Will begin construction in early April.
08-Feb-12 Bid openings were performed February 7, 2012. DL Withers was the low bidder at $990,600. Construction to begin in March, pending all bonds and DBE (Disadvantaged Business Enterprise) goal approval. Will need the vacant lot on Toole and 6th Avenue for construction staging.
03-Jan-12 Currently preparing Bid Package which is expected to go out to bid in January or early February.
07-Dec-11 Plans, Specifications, and Estimates are complete. Currently preparing Bid Package.
02-Nov-11 Reviewed 100% plans with Sun Tran and TDOT with some minor changes. Will review 100% plans with Police and City Attorney Office the week of October 31st to ensure regulatory signage and safety improvements are acceptable.
03-Oct-11 Poster-Frost-Mirto continues working on three change order items: design of video surveillance system, lighting fixture upgrades, and signage package. The base plans are completed and permitted. Targeting to go out to bid in October or November.
