Key Contemporary Studies and Reports

As the planning and design work begins, some key studies and reports will provide a basis for discussion and decisions:

Report:  Minimizing Acquisitions resulting from Lost Parking and Access (Completed; dated February 6, 2014)

This report reviews how to minimize the risk of acquisitions of properties.  As the project team begins to draw potential alignment placements within the project area, the need to determine how properties can be kept "whole" - that is, they are not impacted and do not require any right-of-way to be acquired in support of the roadway improvements. 

The results of this report provide "low risk" and "moderate risk" offset lines to use as that sides' edge for the future right-of-way.  This report does NOT make a decision on any roadway width, just where to place one side or the other in order to minimize the amount of property acquisition needed.  (For example, to minimize costs and impacts to properties, keeping one side 'whole' and impacting the other side minimizes all acquisition to one side.  The offset lines indicate that if this process is followed using a 'low risk offset', the properties protected are likely not going to require any acquisition.  A 'moderate risk' means there is some risk that acquisition would be needed, but may not require full acquisitions of properties.  In comparison, impacting both sides of the roadway could require property acquisitions on both sides of the roadway, which could increase the needed budget for acquisition.)

Report:  The Sidewalk-Only Option.  (Complete; dated February 6, 2014)

This report studies the impacts associated with constructing an ADA-compliant sidewalk system without widening the existing roadway.  This was done as an exercise to understand what impacts and potential acquisition risks would be encountered if the roadway merely underwent a pavement preservation.  

Traffic Engineering Study.  (Complete; dated March, 2012)
Executive Summary      8/30/12 Special Traffic Analysis  
This study considers the effects of 2040 traffic volumes on the proposed cross-section, and integrates the Pima Association of Governments (PAG) High Capacity Transit Study plans.  The 'Conclusions' section of this study (pgs. 28-30) identifies what roadway improvements are warranted based on the data and modeling analyses.  The Executive Summary (34 pages) and full report (254 pages) are provided above. 

In August, 2012, a special traffic analysis was done by the project team using adjusted traffic growth projections.  This approach allowed a range of traffic growth to consider for the project design.

- Phase 1 Draft Report:  Historic Buildings Inventory.  (Complete; dated October 2012)

An inventory of buildings alongside Broadway has been conducted.  The buildings were reviewed for their eligibility to contribute to a future commercial historic district, or to be listed individually, on the National Register of Historic Places.  Buildings are mapped that are eligible as contributors to a future historic district, or as individually listed buildings on the NRHP, or that are architecturally significant but not yet old enough to be eligible.  State Historic Property Inventory Forms for all properties were completed.  The final version of the document has been distributed to the Citizens Task Force for discussion at their November 8, 2012 meeting.  An update to the document will be made when the project design concept report has been approved, as the project transitions into more detailed engineering and design work (the Final Design Phase).

This document provides an "existing conditions" evaluation and assessment of existing land uses and structures, and will inform discussions on compatibility of future land uses.

Project Charter

NOTE, As of June 2012:  The Project Charter document was initially required prior to beginning the Planning & Design phase of the project.  While it is still desired that there be a record of mutual agreement and understanding by all involved on this project - the Citizens Task Force, the project technical team, and the Technical Advisory Committee - it is not required immediately.  The document remains here as a reference.
