Code Enforcement Division

The City of Tucson’s Code Enforcement Division is responsible for enforcing property maintenance codes throughout Tucson.  These codes ensure owners maintain their property which helps to protect citizens’ health, safety and welfare.  Code Enforcement has a direct impact on preserving the livability and property values of Tucson’s neighborhoods by enforcing the following regulations:

  • Chapter 16 of the City Code,  the Neighborhood Preservation Ordinance (NPO)
  • Chapter 3 of the City Code, the Sign Code
  • Portions of the Unified Development Code, formerly known as the Land Use Code

Code Compliance Issues

Below are some examples of issues that Code Enforcement is responsible for investigating.

Exterior Property Issues

  • Excessive residential storage
  • Excessive vegetation and/or weeds
  • Junk motor vehicles
  • Illegal Dumping
  • Trash, debris
  • Dilapidated buildings and/or structures
  • General building maintenance
  • Dilapidated fence or accessory building
  • Peeling exterior paint, more than 50% of the building
  • Vacant, unsecured, boarded structure
  • Unsecured pools and spas

Interior Property Issues (Occupant may be required to meet with a code enforcement inspector)

  • Unsanitary Conditions
  • Lack of utilities, heating, or cooling
  • Inoperable plumbing
  • Pests, cockroaches, rodents
  • Unsafe interior and living conditions
  • Electrical violations


  • Construction work without permits
  • Prohibited Signs
  • Excessive yard sales
  • Hazardous building modifications
  • Home occupations illegal to the zone
  • Peddler violations
  • Non-conforming setbacks
  • Zoning violations
  • Objects in the right-of-way
  • Grading of desert landscape
  • Lack of certificate of occupancy
