Paul's Note - December 30, 2022

As I send this to you on Friday morning, I have some good news for you. By the end of the day, southbound Kolb Road should be open at Speedway.

To summarize the last few weeks, in the early morning of December 12, a 24 inch water main suffered a catastrophic break that damaged the road. Water service was fully restored to the immediate area within days, but this was a problem for businesses in the area.

On Friday, December 30, 2022, beginning at 11 a.m., the following streets will be closed to motorists for the Taco Bell New Year’s Eve Downtown Bowl Bash:

  • Toole Avenue from Congress Street/Fourth Avenue to Pennington Street
  • Fifth Avenue from Congress Street to Toole Avenue

The road closures are scheduled to reopen for travel by 7 a.m. on Sunday, January 1, 2023.

Ward 5 Schedule

Ward 5 Council Member Richard Fimbres and the Ward 5 staff want to wish everyone a Merry Christmas and Happy Holidays. The Ward 5 Council Office will be closed Friday, December 23 and Monday, December 26, as the recognized holiday along with the City offices. The Ward 5 Council Office will be open Tuesday, December 27.

Housing Affordability Strategy for Tucson is Delivering Results in First Year

On this day last year, Mayor Regina Romero introduced the Housing Affordability Strategy for Tucson (HAST) to be heard and later adopted unanimously by the City Council. With direction from the Mayor and City Council, the City of Tucson’s Housing and Community Development department worked collaboratively with the Commission on Equitable Housing and Development and held multiple public meetings in person and virtually. The plan includes an introduction to housing concepts, key data driving our decisions, and 10 policy initiatives. 

Infill Incentive District (IID) updated and renewed by Mayor and Council

On December 20, 2022, Mayor and Council unanimously approved an amendment to the Unified Development Code to update and extend the Infill Incentive District (IID) beyond its sunset date of January 31, 2023.

With a focus on incentivizing affordable housing development and continued encouragement of sustainable infill development, pedestrian-friendly, and transit-oriented neighborhoods, and protecting historic and cultural resources, the IID updates include changes to:

Special Exception Process for marijuana dispensaries approved by Mayor and Council

On December 20, 2022, Mayor and Council voted 6-1 to approve an amendment to the Unified Development Code to add a Mayor and Council Special Exception land use procedure for marijuana dispensaries wishing to locate the City. This process applies to both medical and adult-use dispensaries and also applies to relocations or certain expansions of existing dispensaries.

This decision follows nine months of stakeholder and public engagement, as well as research and review of other AZ jurisdiction policies.

Housing First Employee Honored by Arizona Housing Coalition for Work with Houseless Individuals

Allison Chappell, a member of the Housing First team, was recognized for her work with helping homeless individuals in the City of Tucson.

The Arizona Housing Coalition named her the recipient of the Kevin Collins Award for Excellence in Direct Service. The award is given to direct service employees "who go above and beyond to get clients housed."

Development Code Update Public Meetings scheduled

The Planning and Development Services Department (PDSD) is currently working on updates to improve our development codes, including the Unified Development Code, Technical Standards Manual, Administrative Manual, and other related codes and standards.
