The primary agency in Tucson tasked with assisting residents with HOUSING DISCRIMINATION complaints is the Southwest Fair Housing Council (SWFHC). They have enforcement authority and an online complaint form which can be accessed on their web site HERE. Please contact this organization first with any questions related to housing discrimination. This organization upholds the federal Fair Housing Act.
The City's department of Housing and Community Development (HCD) should be contacted with questions related to Public Housing, the Housing Choice Voucher Program, Rapid Rehousing, Eviction Prevention, and other concerns related to affordable and available housing throughout the city. OEOP is responsible for addressing violations of the City's Source of Income discrimination ordinance #11959 which amends the City's Human Relations Ordinance toprohibit discrimination in housing based on income source. This source of income protection makes it unlawful for landlords, property managers, or sellers to reject a housing application solely based on the applicant’s source of income, including rental assistance such as Housing Choice Voucher Program, Rapid Rehousing, and other federal, state, or local assistance programs.
