The Reinvestment Tools were introduced at the Mayor and Council March 22, 2016, Study Session. Mayor and Council supported staff proceeding with taking the Reinvestment Tools to Planning Commission and the public for review and comment. Staff presented the tools to Planning Commission at a Study Session on April 5, 2016, and after discussion, the Planning Commission voted to hold public hearings on June 1, 2016, for the tool to expand use of the PAD rezoning process and the tool to establish an administrative process for MS&R setback relief. The Commission requested that staff further consider the tool to allow for optional concurrent Plan Amendment and Rezoning applications prior to scheduling a public hearing. The materials presented to the Mayor and Council and to the Planning Commission can be viewed on the Planning and Development Services Department (PDSD) website at

(Note: The materials provided on the PDSD website reference a fourth tool -- the Plan Tucson Special Exception Option. Both Mayor and Council and Planning Commission requested that staff further develop this tool before presenting it for public review and comment.)
