HCD Thanks Property Managers for Supporting Housing Voucher Program

The City of Tucson Housing and Community Development (HCD) Department recently recognized property owners and managers for their partnership in the Housing Choice Voucher program (HCV), honoring the critical role they play in providing stable housing for thousands of Tucson residents. HCD hosted an appreciation luncheon at the YWCA of Southern Arizona to thank participating landlords and property managers for helping make affordable housing opportunities possible.
“This event offers us an opportunity to do something we don't do nearly often enough. It gives us an opportunity to simply say thank you,” said Interim Community Services Administrator Antonio Carranza who oversees the HCV program.
Ward 6 Council Member Miranda Schubert delivered the keynote address, thanking landlords and property managers for choosing to create housing opportunities that help thousands of Tucson-area families secure safe, stable homes. Additional speakers included HCD Director Ann Chanecka; Becci McPherson, HCD Landlord Engagement Supervisor; and Trystan Hawkins, a Housing Choice Voucher participant who serves on Tucson's Public Housing Authority Board of Commissioners.
Council Member Schubert echoed Carranza’s words that housing is about people, not numbers. “It is about dignity. It is about opportunity. And it is about stability,” said Schubert.
The Housing Choice Voucher Program, commonly known as Section 8, is funded by the U.S. Department of Housing and Urban Development (HUD) and administered locally by the City of Tucson's HCD Department. The program currently supports approximately 5,200 households across Tucson and Pima County through partnerships with roughly 1,250 landlords and property managers.
Beyond helping families access affordable housing, the HCV program generates millions of dollars in housing investment throughout the local economy. Participants generally contribute about 30 percent of their income toward rent, while HUD provides rental payments directly to participating landlords for the remaining approved amount. Both landlords and participating households must meet federal program requirements.
The HCV program also includes specialized vouchers that serve people with disabilities, people experiencing homelessness, and U.S. military veterans. Through the HUD-Veterans Affairs Supportive Housing (HUD-VASH) program, rental assistance is paired with case management and clinical services provided by the U.S. Department of Veterans Affairs to help veterans experiencing homelessness achieve long-term housing stability.
“One of the things I appreciate most about this program is that it reminds us that housing is ultimately a team effort,” Carranza said.
Carranza emphasized that the partnership between HCD and local landlords creates lasting benefits for the community. "It's the children who have a stable place to sleep at night, the older adults who are able to remain in their communities, and the families working hard to build better futures for themselves and their children." he said.
Property owners and managers of all sizes, from owners of single rental homes to large apartment communities, are encouraged to participate in the Housing Choice Voucher program.

The Housing Choice Voucher waitlist is currently closed due to overwhelming demand. More than 40,000 households are waiting for assistance.
Council Member Schubert stressed to the audience the collaborative role that property owners and managers play in providing indispensable housing.
“Every housing provider participating in the Housing Choice Voucher program has chosen to be part of a solution. You have chosen to create opportunity and to expand access to housing,” she said. “You have chosen to help families achieve stability.”
