City Attorney's Office

Led by the City Attorney, the City Attorney’s Office has an annual budget of $13.3 million and 94 employees, organized into two divisions: Civil and Criminal.

The Tucson City Attorney's Office represents the city in all legal proceedings and advises the Mayor, City Council, City Manager, and various city departments. The City Prosecutor's Office (Criminal Division), which operates under the City Attorney, handles criminal cases arising from violations of city charters and ordinances

City Attorney Roi Lusk

City Attorney Roi Lusk headshot

City Attorney Roi Lusk was appointed by Mayor & Council on October 8, 2025. He is a graduate of Northwestern University and Loyola University of Chicago.

In 2007, he joined the City Attorney’s Office as a law clerk with the Criminal Division. He rose to Senior Assistant Prosecuting Attorney in 2013. Four years later, he became a Principal Assistant City Attorney in the Civil Division. He then accepted the assignment of Chief Deputy City Attorney in August 2024.

During his almost two-decade career with the City, City Attorney Lusk has worked closely with several Mayors and Council, City Managers, and most of the departments within the City organization.

He has successfully represented the City in legal proceedings at the Pima County Superior Court, Arizona Court of Appeals, local limited jurisdiction courts, and the Arizona Corporation Commission.

He has also made numerous public presentations on the legal parameters of City programs and has presented at the annual meeting of the International Municipal Lawyers Association in Washington, DC.

He enjoys playing music, cycling, running, camping and hiking with his wife and family in the extraordinary natural beauty of Tucson and its five surrounding mountain ranges.

Civil Division

  • Consists of 22 assigned staff
  • Provides legal advice and representation for:
    • Mayor and City Counci
    • City Manager
    • And all City departments
  • Serves as the City’s representative in courts of law and administrative proceedings
  • Helps ensure the lawfulness of the official business of the City of Tucson
  • Averts litigation contrary to the City’s interest for all civil cases
  • Provides legal services directly to the Tucson Police Department through its Legal Advisors Office

Internal Litigation Unit

  • Consists of 10 positions
  • Provides legal representation for the City
  • Advocates for the City’s interests in civil litigation primarily in matters involving:
    • State and federal tort claims, including federal civil rights claims
    • Supports the City’s Risk Management Division in the evaluationand disposition of legal claims
    • Interacts with and reports to City’s insurance carriers
    • Litigates or coordinates litigation in which the City is a plaintiff

Criminal Division also known as the Prosecutor's Office

  • Largest division with 62 employees
  • Prosecutes misdemeanor and civil code violations
  • Supports offender rehabilitation through specialty courts
  • Provides victim assistance
  • Responds to citizen inquiries regarding City Court cases
