Jacqueline Ortiz serves as Mayor Romero’s Policy Advisor. Born and raised in Tucson, Jacqueline brings a wealth of knowledge in criminal justice navigation and political advocacy. She is passionate about affordable housing, equity, environmental protection, and voting rights.
Prior to joining the Mayor’s Office, Jacqueline worked for the Pima County Department of Justice Services. As the Administrative and Project Specialist, Jacqueline collaborated with local community providers and system partners to help break the cycle of incarceration, reduce justice system costs, and improve community safety.
Jacqueline graduated from Vanderbilt University as a Questbridge Scholar, where she pursued a degree in Law History with concentrations in Environmental Sustainability and African American Diaspora Studies. She is passionate about Arizona state trust lands and federal public health policy reform. Her writing has been published by the Swarthmore History Journal and most recently, cited in an amicus brief in the U.S. Supreme Court Case, Kennedy v. Braidwood Management (2025).
When Jacqueline is not writing, she volunteers her time on grassroots campaigns and with political organizations. She has worked with numerous federal, state, and local candidates to increase voter turnout and empower constituent outreach.
