Congress Street to Stone Avenue

Toole Ave Streetscape


The City of Tucson, in partnership with Rio Nuevo, is planning a holistic redesign of Toole Avenue from Congress Street to Stone Avenue

The project runs through the heart of downtown Tucson’s Warehouse District, a collection of warehouses built mainly in the early 20th century for industrial uses. During the ’70s and ’80s, with industry moving to other parts of the city, the buildings were re-purposed as art studios, galleries, and more recently restaurants, breweries, and other commercial businesses.

The Toole Ave. Streetscape Plan will integrate with future projects like Ronstadt and Downtown Links while looking at the needs of current and future businesses.

Project Updates

On March 12th, 2021 the City of Tucson hosted a stakeholder workshop to create a shared vision for Toole Avenue. A summary of the stakeholder workshop can be found here - Toole Avenue Workshop Summary(PDF, 5MB)

In preparation for the workshop, the City of Tucson conducted a survey about potential Toole Ave improvements. The results of the survey can be found here: Survey Results
