Multifamily Upgrades Program

This program provides funding for indoor water efficiency upgrades for underserved multifamily properties across the Tucson service area. The goal of the program is to replace old and inefficient water fixtures with the most water efficient fixtures and appliances. Funding is available for a limited time and will be awarded on a first come, first serve basis.

Customer and Property Eligibility

Customer Eligibility

  • Tucson Water multifamily customers. A multifamily customer classification consists of more than three (3) residential units served by one (1) master meter.
  • Must be actively and primarily served by a Tucson Water meter at time of application.
  • Applicant must be current property owner and/or authorized on Tucson Water account.

Property Eligibility

  • Property construction date must be prior to 2011.
  • 100% of the units must be in need of retrofits
  • At minimum, every unit should need a bathroom upgrade that includes the upgrading of older, inefficient fixtures. Fixtures that have recently been changed or will not yield additional savings are an exception.
  • Old fixtures must still be installed. Properties that have already completed work do not qualify for this program.
  • Property must be located in a moderate-high to high priority range in the Tucson Equity Priority Economic Sub-index Map or be actively participating in an affordable housing program such as the Section 8 Voucher Program.
  • Property must be in good status with City of Tucson code enforcement (or Pima County code compliance outside city limits), with no citations or open/unresolved complaints indicating a pattern of neglect or poor maintenance practices at the property. Additionally, visible health and safety issues noted by Tucson Water staff during the pre-installation visit will also be a reason for denial.

Eligible Rebate Upgrades

Projects will only be approved if all property units are in need of all bathroom upgrades which will be confirmed at time of pre-installation visit. To qualify for the rebate, the customer must select and install products from the qualifying product list.

Required Upgrades  

  • Toilets - Must be MaP Premium and WaterSense labeled. Not to exceed 0.8 gallons per flush. 
  • Showerheads - Must be WaterSense labeled. Not to exceed 1.5 gallons per minute.
  • Bathroom faucets - Must be WaterSense labeled. Not to exceed 1.0 gallon per minute.
  • Bathtub diverter and associated plumbing components

Optional Upgrades

  • Kitchen faucets - Not to exceed 2.0 gallons per minute 
  • Dishwashers - Must have Most Efficient Energy Star Label
  • Clothes Washers - Must have Most Efficient Energy Star Label

Rebate Pricing Details

Rebate Pricing

Rebate amounts are established as fixed amounts and include the cost of the eligible product, associated plumbing components, and labor required for installation. Eligible products must be selected from the current approved product list provided by the Program.

Toilets - Up to $400

Bathroom faucet - Up to $150

Showerhead - Up to $50

Tub Diverter - Up to $100

Kitchen faucet - Up to $200

Dishwasher - Up to $400

Clothes Washer - Up to $600

Customers will select their own contractor and apply for reimbursement after installations are complete. An estimated rebate amount will be provided after an inventory of the eligible upgrade needs of every unit is completed by Tucson Water staff. Commercial clothes washers will be approved on a case by base basis.

Final rebate amount is determined after a post installation visit is completed where Tucson Water confirms that the qualifying items were installed. Additionally, per item rebate amount will not exceed the cost of the fixture or appliance and the labor for the installation of the item, up to the stated item price, as documented on receipts and invoices.

Applicants must submit a W-9 form for rebates paid by check from the City of Tucson. Per IRS requirements, individuals and/or entities receiving funds of $2,000 or more from the City of Tucson in a single calendar year will be issued a 1099-MISC for miscellaneous income. Regardless of the total rebate amount issued by the City of Tucson in a calendar year, the customer is still subject to tax liability for the rebate and any other payments received.

Application Process

  1. Submit Multifamily Upgrades Application.
  2. Tucson Water staff will review your application and contact you via email and/or phone for further screening.
  3. Tucson Water staff will reach out to schedule a visit to the property to determine eligibility of units. During the visit, staff will complete a full inventory of the appliances and fixtures that are eligible.
  4. Review and sign contract to begin process.
  5. Customer and contractor coordinate installation of approved upgrades.
  6. Upon completion, a post-installation visit will be scheduled to verify successful installations.
  7. Expect rebate disbursement 6 - 8 weeks after post-installation visit.
