Benefits to the Tucson Community 

The Brownfields Revolving Loan Fund (BRLF) provides financing for cleanup activities at contaminated properties located in four focus areas within City Limits. Financing is offered in the form of low-interest loans, discounted loans, and subgrants. Detailed information is provided in the City of Tucson BRLF Guidance Manual. 

BRLF Management 

The City of Tucson Brownfields Program manages the BRLF in collaboration with the Environmental Protection Agency and the Arizona Department of Environmental Quality. The City has selected Growth Partners Arizona (GPAz), a Community Development Financial Institution (CDFI), as the fund manager for the BRLF.  GPAz has its roots in Tucson and is committed to enhancing economic opportunities and enriching communities across Arizona.

The City will establish a BRLF Selection Committee to review and select applications for funding. Calls for Selection Committee members will go out following the informational sessions offered in May 2024. 

Informational Seminars

The City of Tucson and GPAz will host two virtual informational sessions to introduce the BRLF program, covering an overview, project eligibility, and the application process. Please register with zoom link, to be posted. 

First Session: Tuesday, May 14 at 10 a.m. 

Second Session: Wednesday, May 29 at 10 a.m. 

Who is Eligible for Low-Interest Loans?

Entities that have not contributed to the contamination and are not otherwise liable for cleanup of the site are eligible for funding. 

Low-Interest Loans are available to:  

  • Private for-profit entities 

  • Local governments including City of Tucson Departments  

  • Non-profits 

Discounted Loans and subgrants are available to:  

  • Local governments other than City of Tucson Departments  

  • Non-profits other than 501(c)(4) nonprofit organizations that engage in lobbying activities.

  • Downtown Tucson & Historic Barrios

Properties near a focus area may be eligible if the redevelopment will benefit the focus area community.
