HCD Seeks Applications for Storefront Renovations in Thrive in the 05

The City of Tucson Housing and Community Development (HCD) Department is accepting grant applications from qualified commercial property and storefront owners to participate in the Thrive Storefront Renovation Project, a façade improvement grant program within the Thrive in the 05 area.
The program provides funding to support property owners in investing in storefront improvements that attract customers, enhance neighborhood streetscapes, and strengthen the visual quality and economic vitality of key commercial corridors. Through this initiative, HCD will award up to $500,000 in total direct construction funding for up to three (3) exterior improvement projects that contribute to a more functional and economically resilient business environment while advancing Thrive in the 05 and U.S. Department of Housing and Urban Development (HUD) goals.
An additional Historic Preservation funding opportunity of up to $50,000 is available for eligible properties located within the Historic Miracle Mile District. Up to five (5) property owners may receive grants of up to $10,000 each for historically appropriate exterior improvements. Applicants may apply for Historic funding as a stand-alone request or in conjunction with a storefront renovation application.
This grant program directly advances the City’s economic development strategies by investing in the physical improvement of commercial properties while supporting business retention, attraction, and long-term corridor revitalization.
Applications for the Thrive Storefront Renovation Project will be accepted beginning June 1, 2026, through August 21, 2026, at 4:00PM MST. Applications for Historic Preservation funding are due by August 9, 2026, at 4:00PM MST. Applications may be submitted through the online application portal in English or in Spanish. HCD will host a virtual pre-proposal conference June 25, 2026, from 4:00-5:00PM MST via Zoom. This is an opportunity to ask questions, discuss ideas, and receive feedback on proposal concepts to ensure alignment with the priorities of this funding opportunity.

In 2018, the City of Tucson received a Choice Neighborhoods Planning Grant for the Thrive in the 05 neighborhood, a community experiencing decades of disinvestment located roughly one mile north of downtown Tucson and generally bounded by Interstate 10, Speedway Boulevard, Stone Avenue, and Miracle Mile.
Through extensive community engagement and collaborative partnerships, the City of Tucson developed the Thrive in the 05 Transformation Plan to guide a decade of neighborhood investment across housing, economic development, infrastructure, education, and community wellness. In 2023, the City received a $50 million Choice Neighborhoods Implementation (CNI) Grant from the U.S. Department of Housing and Urban Development (HUD) to implement key components of the Transformation Plan.
