Pre-Application Conference Overview

The pre-application conference is designed to assist the applicant by providing as much information as possible regarding City regulations and requirements and how they may affect the proposed project’s scope and design, prior to submission of a formal application. Pre-application conferences are an opportunity for applicants to receive initial comments on their development plans from multiple reviewers.

A pre-application conference is required for:

  • Subdivision Plats (some types)
  • Rezoning / Planned Area Development
  • Plan Amendments
  • Special Exceptions requiring Zoning Examiner or Mayor and Council Review
  • Infill Incentive District, Rio Nuevo Area, Urban Overlay District or Neighborhood Preservation Zone design review
  • Board of Adjustment variance requests

A pre-application conference is recommended for:

  • Development Packages (commercial or multi-family)
  • Historic Preservation Zone design review
  • Applications subject to a PDSD Director Approval

To schedule a pre-application conference, submit an application for a Pre-application Conference through the Tucson Development Center Online.

Staff will review the application for completeness within one working day of submittal and will notify the applicant of any deficiencies or needed corrections. Complete applications will be scheduled on the next available pre-application conference date. The applicant will receive an email of the meeting time and activity number to search on www.tucsonaz.gov/pro. The two most common types of pre-application conferences are:

  • City Development Review Committee (CDRC) pre-application meetings are scheduled on Thursday afternoons. These meetings cover development packages, subdivision plats, and special district design reviews. For more information, email CDRC@tucsonaz.gov.
  • Entitlements pre-application meetings are scheduled on Wednesday mornings. These meetings cover Rezonings, Planned Area Developments, Plan Amendments and Special Exceptions. For more information, email tucsonrezoning@tucsonaz.gov.

Other types of pre-application meetings are scheduled as needed.

Please submit your application at least two weeks prior to the requested pre-application conference date.

The fee for a pre-application conference is $220 plus a digital filing fee of $16.50. An invoice for payment will be processed once the application has been reviewed for completeness. Payment must be received before the meeting is scheduled.
