City of Tucson Issues Two RFPs for HOME Investment Partnership Funds

The City of Tucson Housing and Community Development Department issued two Requests for Proposals for Acquisition, Rehabilitation or New Construction of Affordable Rental Housing and Community Housing Development Organization (CHDO) Acquisition, Rehabilitation or New Construction of Low-income Homeownership on November 25, 2025. 

 

The City of Tucson Housing and Community Development Department (HCD) has released two Requests for Proposals (RFP) inviting developers and Community Housing Development Organizations (CHDO)  to apply for HOME Investment Partnership (HOME) funds to assist with  acquisition, rehabilitation or new construction of affordable rental housing and Community Housing Development Organization (CHDO) acquisition, rehabilitation or new construction of low-income homeownership housing. 

Through this competitive process, HCD anticipates awarding up to approximately $2,000,000 of HOME funds for rental housing projects and up to $1,045,667 for homeownership projects.  

Projects eligible under these RFPs must be either: 

  • New Construction 
  • Acquisition or preservation 
  • Rehabilitation  

Applicants eligible under these RFPs must be: 

  • For profit, non-profit or CHDOs may apply for rental projects 
  • Certified or eligible CHDOs may apply for homeownership projects 

Applications are due by 11:59 p.m. (Arizona time) on January 9, 2026 and must be submitted electronically to https://portal.neighborlysoftware.com/tucsonaz/Participant. Late applications will not be accepted. 

 

HCD will host virtual pre-proposal kickoff meetings on December 5th at 1PM (rental) and 2PM (homeownership), to review the RFPs on December 5th.
