City of Tucson Issues Request for Proposals for Project-Based Voucher Developments

The City of Tucson Housing and Community Development Department (HCD) has released a Request for Proposals (RFP) inviting property owners and developers to apply for Project-Based Voucher (PBV) allocations to support new construction and substantial rehabilitation projects.

Through this competitive process, HCD anticipates awarding up to 112 project-based vouchers, including a minimum of 30 vouchers designated for veterans under the HUD-VASH program. These vouchers will help expand affordable housing opportunities across Tucson while supporting developments that align with the City’s goals of de-concentrating poverty, expanding housing choice, and ensuring access to community services.

Projects eligible under this RFP must be either:

  • New Construction developments, or
  • Substantial Rehabilitation projects with an investment of at least $25,000 per unit.

Developments must demonstrate full financing with a 12–24-month completion timeline and full project financing must be in place on or before October 1, 2026.

Applications are due by 5:00 p.m. (Arizona time) on October 27, 2025, and must be submitted electronically to HCDgrants@tucsonaz.gov. Late applications will not be accepted.
