The City of Tucson Housing and Community Development Department issued a Request for Proposals for Project Based Vouchers on September 24, 2025.

This notice serves as official notification and publication that the City of Tucson has extended the date through which it will accept applications under this solicitation.

The Request for Proposals is amended as follows:
The City of Tucson shall accept applications which meet the formatting and other requirements outlined in the originally published Request for Proposals until 11:59pm Arizona time on November 21, 2025.

This request for proposals is open to development projects which do not intent to apply for funding through the City of Tucson’s HOME Investment Partnership program. HOME project applicants may be awarded Project Based Vouchers through the HOME competition and should not apply under this opportunity.

City of Tucson Issues Request for Proposals for Project-Based Voucher Developments

The City of Tucson Housing and Community Development Department (HCD) has released a Request for Proposals (RFP) inviting property owners and developers to apply for Project-Based Voucher (PBV) allocations to support new construction and substantial rehabilitation projects.

Through this competitive process, HCD anticipates awarding up to 112 project-based vouchers, including a minimum of 30 vouchers designated for veterans under the HUD-VASH program. These vouchers will help expand affordable housing opportunities across Tucson while supporting developments that align with the City’s goals of de-concentrating poverty, expanding housing choice, and ensuring access to community services.

Projects eligible under this RFP must be either:

  • New Construction developments, or
  • Substantial Rehabilitation projects with an investment of at least $25,000 per unit.

Developments must demonstrate full financing with a 12–24-month completion timeline and full project financing must be in place on or before October 1, 2026.

Applications are due by 5:00 p.m. (Arizona time) on November 21, 2025, and must be submitted electronically to HCDgrants@tucsonaz.gov. Late applications will not be accepted.
