TPCH Drafting 5-year Strategic Plan

The Tucson Pima Collaboration to End Homelessness (TPCH), the local Continuum of Care for Tucson and Pima County, coordinates regional efforts to end homelessness. TPCH is a coalition of community groups, faith-based organizations, government agencies, businesses, and individuals working together to provide housing solutions and improve services for people experiencing homelessness in our community.  

The City of Tucson serves as the lead agency, managing operations, meetings, funding oversight, and planning efforts. Pima County manages the Homeless Management Information System (HMIS) and supports data-driven projects like the Point in Time (PIT) Count and Housing Central Command. 

This strategic plan is a HUD requirement to receive funding, and the current 2020 plan is set to expire this year. Therefore, TPCH have started a new strategic planning process. This document is still very early in the planning process, with adoption and publishing set for February 2026. 

How can you get involved with TPCH?

Later this summer a survey will be available for the public to give feedback on the strategic plan’s draft goals and priorities. In the fall a draft strategic plan will be available for public comment. Stay tuned! 

TPCH has been holding initial feedback and engagement sessions with their committees to inform their plan’s goals and priorities. Additionally, a workshop was held for Homelessness Aligned Services, inviting partners from different sectors including non-profits, mutual aid organizations, behavioral health, healthcare, public health, youth-focused organizations, older adult-focused organizations, workforce development, violence prevention, public safety, justice services, government agencies, and representatives of elected officials. Participants at the workshop discussed gaps and barriers to providing high-quality, efficient services to people experiencing homelessness, and brainstormed ways that TPCH can help bridge these gaps, as well as identifying community-wide systems changes.   

What are Continuums of Care?

Continuums of Care are regional or local planning bodies responsible for coordinating and funding the delivery of services to the homeless. 

The US Department of Housing and Urban Development’s Continuum of Care Program was designed to promote community-wide commitments to the goal of ending homelessness, along with providing funding to support these efforts, promoting access to and use of programs designed to support homeless individuals and families, and optimizing self-sufficiency among those experiencing homelessness.  

Local and regional Continuums of Care are regulated by the HUD Continuum of Care Program and receive HUD funding.
