Planning and Development Services (PDSD) Affordable Housing Fast Track Program is delivering results for Tucson's most time-sensitive affordable housing projects. Established in response to Mayor and Council direction and the Housing Affordability Strategy for Tucson (HAST) Plan, the program assigns a dedicated Project Manager, targets 15-day plan review cycles, and coordinates closely with applicants through pre-application conferences and working sessions. The program cuts typical review times in half for qualifying projects funded through HUD, LIHTC, or the City's Housing and Community Development Department.
Since the program launched in 2024, ten projects have moved through the Fast Track process, representing over 1,000 units of affordable housing in various stages of permitting and construction. Projects range from the 28-unit Sequoia development to the 358-unit Tucson House, with additional projects including Lariat Village, Rincon Manor, Westpoint II, Belvedere Terrace, Sugar Hill on Stone, Shasta, Amazon Flats, and Milagro on Oracle. Several more projects are in the pipeline, including Stone & Speedway, Mercy Housing, GlennStone, and El Rincon at St. Mary's.
The Fast Track Program reflects PDSD's commitment to meeting the community where the need is greatest. By removing permitting barriers for projects already vetted for affordability through their financing structures, the City helps ensure that funding timelines don't become an obstacle to building affordable units.
