Community Corridors Tool Code Amendment Adopted by Mayor and Council

Tucson’s Mayor and Council held a public hearing on Tuesday, March 18, 2025, to consider the Community Corridors Tool (CCT) code amendment. Following deliberation, the amendment to the Unified Development Code (UDC) was officially adopted, with an effective date of April 17, 2025. As part of this adoption, Mayor and Council required notification of surrounding property owners, neighborhood associations, and ward offices whenever the tool is utilized. Additionally, Planning and Development Services (PDSD) staff will conduct a two-year review to evaluate its implementation and effectiveness.

This decision follows a two-year public process initiated by Mayor and Council to develop and refine the CCT through extensive stakeholder engagement, community feedback, and technical analysis. The adopted amendment is intended to facilitate the redevelopment of underutilized sites along Tucson’s commercial corridors, increasing housing supply and improving affordability.

By repurposing vacant lots, empty strip malls, and large parking areas along major streets, the CCT aims to create dynamic, mixed-use destinations that foster economic and social vibrancy within the community.
