New State Law Allows Crews to Start Work Before Sunrise

Construction crews in Tucson can now begin work at 5 a.m. during the summer months based on a new state law.

Senate Bill 1182, signed by Arizona Governor Katie Hobbs on May 13, 2025, allows construction to begin earlier in the day to protect workers from extreme heat.

This new rule is effective immediately. Construction activities may now begin at 5 a.m. from May 1 through Oct. 15, superseding the City’s previous regulations that tied start times to sunrise. The state legislation also allows concrete pours to begin at 4 a.m.

Previously a temporary noise exemption was required, but that is no longer needed.

The City of Tucson will update local ordinances to align with the new state law in the near future.
