Updates to the Administrative Manual

The City of Tucson Planning and Development Services Department has approved significant amendments to our Administrative Manual (AM) designed to make the permitting and development review process simpler, faster, and more transparent for you.

Here is a summary of what's changing:

  • Simplified Development Package Submittals: We have removed submittal items that were identified as redundant or unnecessary, such as adjacent zoning information and nearby subdivision details that City staff can verify independently. Your packages will require less documentation while we maintain the quality of review you expect.
  • Streamlined Minor Development Package Option: The updated AM now provides clear guidance for applicants pursuing minor projects. This option features a shorter list of submittal requirements, fewer assigned reviewers, and an explicitly defined pathway in the Administrative Manual, so you know exactly what's expected and the process moves more quickly. If your project qualifies, this represents a time and cost savings.
  • No More Paper Copies: We're eliminating the paper submittal requirement entirely. Everything is digital, as it has been in practice for some time.
  • Faster Final Plat Processing: Under Arizona HB 2447 (2025), final plats no longer require approval by the Mayor and Council. The City is now approving final plats administratively, cutting approximately 4 to 6 weeks from the typical timeline.
  • Single-Family Residential Permit Response Times: Arizona SB 1353 (2025) now requires the City to respond to single-family residential submittals within set timeframes and allows you to pursue third-party review options.
