Upgrades for Multifamily Properties

This program provides funding for indoor water efficiency upgrades for underserved multifamily properties across the Tucson service area. The goal of the program is to replace old and inefficient water fixtures with WaterSense-labeled high-efficiency fixtures in some or all qualifying units of the property. Funding is available for a limited time and will be awarded on a first come, first serve basis.

Customer and Property Eligibility

  • Tucson Water customers primarily and actively served by a Tucson Water meter.
  • Applicant must be current property owner and/or authorized on Tucson Water account.
  • Property construction date must be prior to 2006.
  • Only properties with units needing a full upgrade with older, inefficient fixtures are eligible
  • Old fixtures must still be installed. Properties that have already completed work do not qualify for this program.
  • Property must be located in a moderate-high to high priority range in the Tucson Equity Priority Economic Sub-index Map.

Program Details

The following list includes the upgrades eligible for this program. Units in the property must be in need of at least the first five items on the list below. Fixtures and appliances must be on the qualifying product list and meet the water consumption threshold listed.

Properties can participate in two ways:

  1. City-provided contractor: Customers can work with a City-provided contractor to schedule installations. This work will be done on the contractor’s timeline and both fixture and labor costs will be verified and paid for directly by the City. 
  2. Select contractor of preference: Customers can select their own contractor and apply for reimbursement after installations are complete. Customer controls the timeline but must install by deadline date agreed on contract and will receive a 1099 for the reimbursement payment from the City. Rebate pricing is per fixture and includes labor. An estimated rebate amount will be provided after an inventory of the eligible upgrade needs of every unit is completed by Tucson Water staff. Commercial clothes washers will be approved on a case by base basis. Final rebate amount is determined after a post installation visit is completed where Tucson Water confirms that the qualifying items were installed. Additionally, per item rebate amount will not exceed the cost of the fixture or appliance and the labor for the installation of the item, up to the stated item price, as documented on receipts and invoices. The rebate pricing is as follows: 
  • Toilet rebate up to $500 per fixture
  • Showerhead rebate up to $200 per fixture
  • Bathroom faucet up to $300 per fixture
  • Tub diverter up to $200 per fixture
  • Kitchen faucet up to $300 per fixture
  • Dishwasher up to $700 per fixture
  • Clothes washer up to $800 per fixture

Application Process

  1. Fill out and submit the Multifamily Upgrades Application Form. Program is currently at capacity. Fill out the application if you are interested in getting on a waiting list to be notified if a spot opens up.
  2. Tucson Water staff will review your application and contact you via email and/or phone for further screening.
  3. Tucson Water staff will schedule a visit to the property to determine eligibility of units and fixture types for upgrades. During the visit, staff will complete a full inventory of the appliances and fixtures that are eligible.
  4. Review and sign contract to begin process.
  5. Property manager, contractor, and Tucson Water staff will coordinate throughout the retrofit process.
  6. Upon completion, a post-installation visit will be scheduled to verify installations.
