October 24, 2025: The City of Tucson is pleased to announce the launch of the Fiber to the Premises (FTTP) License Application within the Tucson Development Center Online (TDC).

This marks an important milestone in implementing Tucson’s FTTP Program—an initiative designed to attract private investment, promote universal fiber coverage, and improve affordability for residents and businesses through coordinated, citywide fiber broadband expansion.

 

Who Should Apply

The application is now open to:

  • Internet Service Providers (ISPs) seeking to construct or expand large-scale FTTP networks within the City of Tucson.
  • Open Access Network owners intending to utilize the City’s public right-of-way to deploy open access fiber facilities.

Applicants are strongly encouraged to review the following materials prior to beginning their submission:

 

What to Expect After Submission

  • Administrative Review: The FTTP team will facilitate review of application completeness and eligibility. In the event any submitted content does not meet License eligibility criteria, the Applicant will be notified and invited to update their application or engage in dialogue with the City.
  • Invitation to Negotiate: For completed applications, the City will provide an opportunity to discuss the application in more detail and align on terms with the City.
  • Application Decision and Onboarding: Applicants will be presented to Mayor and Council for final approval of a License and ROW Agreement.
