Brownfields Revolving Loan Fund Program

Tucson, like many urban centers, is home to numerous underutilized or vacant properties where real or perceived environmental contamination complicates redevelopment, “Brownfields”. These brownfield sites often include former industrial facilities, gas stations, dry cleaners, and other commercial properties with a history of hazardous material use. Left unaddressed, these sites may pose environmental, health, and economic challenges to the surrounding community.

Tucson Brownfields Revolving Loan Fund (BRLF) Program provides financing for cleanup activities at contaminated properties within Tucson City limits. Financing is offered in the form of low-interest loans and subgrants. Detailed information is provided in the City of Tucson BRLF Guidance Manual.

BRLF Management 

The Tucson BRLF Program is managed by the City of Tucson’s General Services Department. The program is funded by a Brownfields Cleanup Revolving Loan Fund grant awarded by the US Environmental Protection Agency (EPA). The City has selected Growth Partners Arizona (GPAZ), a Community Development Financial Institution, as the fund manager for the BRLF Program. GPAZ has its roots in Tucson and is committed to enhancing economic opportunities and enriching communities across Arizona. 

Who is Eligible for Loans and Subgrants?

Entities that have not contributed to the contamination and are not otherwise liable for cleanup of the site are eligible for funding.

Low-Interest Loans are available to:

  • Non- profits
  • Private for-profit entities
  • Local governments

Subgrants are available to:

  • Local governments other than the City of Tucson
  • Non-profits other than 501(c)(4) nonprofit organizations that engage in lobbying activities

Focus Areas 

The geographic focus of the BRLF Program is the City of Tucson. The Tucson BRLF Program supports community revitalization and helps leverage both public and private investments within Tucson city limits, particularly within the following focus areas:

  • La Doce (South 12th Avenue)
  • Thrive in the 05Downtown Tucson & Historic Barrios
  • Barrio Centro/Julia Keen Neighborhood

Administrative Record

The following Administrative Record has been established by the Tucson Brownfields Program. The Administrative Record contains documents that form the basis for the selection and implementation of a cleanup plan, site investigation reports, responses to public comments, and verification of cleanup when completed. The Administrative Record will periodically be updated during the public participation and cleanup phases of each project.
