Middle Housing Moving Forward Following First Round of Public Input

To comply with Arizona House Bill 2721, which requires cities to allow Middle Housing within one mile of the Central Business District, City staff presented findings from recent public engagement efforts during the June 17 Mayor and Council Study Session. At that meeting, staff were directed to continue developing code amendments to align with the new state law.

Based on public input and Council discussion, staff have also been directed to explore:

  • Allowing Middle Housing in the broadest geographic area discussed during the first phase of public engagement, and
  • Developing design criteria, such as required landscaping and changes to dimensional standards, to support more flexible building options.

To meet the State’s required adoption deadline of January 1, 2026, the City will follow the timeline below to complete the Middle Housing code amendments:

  • July 2025: Staff will analyze feedback and draft proposed code amendments.
  • August 2025: Draft amendments will be shared with the public for input.
  • September–October 2025: The Planning Commission will review the proposal and hold a public hearing to make a recommendation.
  • November–December 2025: Mayor and Council will review and consider the proposed amendments.
  • January 1, 2026: Final adoption deadline.
