2026 Rate Changes

Beginning July 1, the City of Tucson’s Environmental Services Department will implement updated service rates for residential and commercial customers, landfill disposal tipping fees, and a new Clean City Fee.

These adjustments will help support daily services, maintain current operations, invest in new equipment, and continue programs. 

Why Rates Are Changing

Environmental Services is a self-supported enterprise funded through customer service and landfill fees, not the City’s General Fund. Revenue generated through rates directly supports the operation of Tucson’s waste collection, recycling, landfill, composting, neighborhood cleanup, and environmental programs.

The updated rates are based on findings from the department’s Cost of Service Study and reflect increasing operational costs, including:

  • Fuel and equipment costs
  • Fleet replacement and maintenance
  • Landfill operations and environmental compliance
  • Employee recruitment and retention
  • Illegal dumping and litter response
  • Growing demand for public services and sustainability programs

New Clean City Fee

A new $3 monthly Clean City Fee will be added to Environmental Services customer bills beginning July 1.

The Clean City Fee will help fund citywide cleanup efforts, including:

  • Illegal dumping response and prevention
  • Neighborhood cleanup support
  • Graffiti abatement

What Residential Rates Support

Residential Environmental Services rates help fund a wide range of services that Tucson residents rely on every day, including:

  • Weekly trash collection
  • Bi-weekly curbside recycling service
  • Brush & Bulky collection services
  • FoodCycle composting programs
  • Household Hazardous Waste collection and disposal
  • Landfill and compost facility operations
  • Fleet maintenance and equipment replacement
  • Customer service and billing support
  • Environmental compliance and sustainability initiatives

Landfill Tipping Fee Changes

Updated landfill disposal rates and tipping fees will also take effect July 1. These changes help support continued operation and long-term management of the Los Reales Sustainability Campus, including environmental compliance, site maintenance, equipment operations, and future needs.
