Homeowner Repair Programs

The City of Tucson has programs available for low-income homeowners to provide financial and technical assistance to households faced with an urgent housing repair situation. Eligibility is limited to owner-occupied homes within the City of Tucson, individuals or families of limited income or assets, with homes with hazardous and/or unsanitary conditions which threaten the life or health of their present occupants.

The City of Tucson has revised its owner occupied residential rehabilitation program policies in an effort to be more responsive to critical need in the community. This new priority placement system will evaluate the severity of needed repairs and create a waitlist based on a weighted score. The Housing and Community Development Department will continue to provide all existing services offered and this new prioritization system only applies to the Tucson Housing Repair Program (THRP).

Program Information

Lead Hazard Reduction Program

Program Summary:

Lead-based paint can be hazardous when it peels, flakes, or chips in places children frequently touch, like windows, doors, and stairs. Lead poisoning may affect young children by causing developmental delays, learning problems, hearing loss, seizures, or brain damage. The City of Tucson’s Lead Hazard Reduction Program (LHRP) can help protect children from lead poisoning through lead mitigation and home improvements.   • All services are 100% FREE to qualified applicants
  • Lead Hazard Reduction grant funding up to $30,000
  • Healthy Homes and CDBG grant funding up to $30,000

    Household Criteria:

    • Household income cannot exceed 2026 HUD Area Median Income (AMI) limits of 80% for the family size. The income of all adults living in the home will be added together to calculate the household income
    • All adults in the household must be willing to participate

    Property Criteria:

    • The property must located in the City of Tucson, built prior to 1978, and the complimentary lead test results must show there is lead.
    • Child under six years old must reside at the property or frequently visit (defined by HUD as the SAME child visiting 3 hours a day, 2 days a week (60 hours a year).
    • Mortgage payments, tax payments must be current, and property must be free of liens.
    • Rental properties are eligible as all property requirements are met, the landlord and current occupant agrees to participate, and the current occupant meets income eligibility.
    • Mobile homes are NOT eligible, but other City home repair programs can assist mobile homes.

    Program Services:

    • All services are 100% FREE to qualified applicants
    • Lead Inspection and Risk Assessment. A state-certified lead inspector will test for lead inside and outside of the home.
    • Child Blood Testing. If lead is found in home, children under age six will be referred to El Rio Community Health Center for blood testing and health guidance.
    • Lead Removal and Home Repairs. City-approved licensed contractors will follow EPA regulations and safety protocols to remove lead hazards and address additional health or safety concerns

    Eligible Repairs:

    • Lead Hazard Reduction
      • Removing lead-based paint and dust, priming and repainting abated wood surfaces inside and outside of the home
      • Replacing and installing new windows and doors
    • Health Homes Repairs
      • Replacing and installing new roofs and HVAC systems
      • Electrical panel upgrades and electrical repairs
      • Water heater replacement, sewer lines repair
      •  Water leaks and gas leaks
      • Structural or security concerns 

    Ineligible Repairs:

    • Appliance repair
    • Minor electrical or plumbing
    • General mechanical service and repair
    • Cosmetic and general maintenance

    Tucson Housing Repair Program

    Program Summary:

    •  The City of Tucson’s Tucson Home Repair Program (THRP) addresses large home repairs that affect the four major systems of the home: roof, heating/cooling, electrical, and plumbing. The program is NOT for emergency repairs, as the waitlist and the rehab process can take long periods of time.

    Funding:

    • Repairs up to $15,000 as a grant
    • Rehabilitation projects up to $25,000 will have a recorded 5-year forgivable lien placed on the property for the amount over $15,000. The lien may be transferred to first line heirs who will be occupying the house.

    Household Criteria:

    • Household income cannot exceed 2026 HUD Area Median Income (AMI) limits of 50% for the family size. The income of all adults living in the home will be added together to calculate the household income. All adults must be willing to participate.
    • Household that have received CDBG-funded home repairs from the City of Tucson within the last 10 years or currently receive Arizona Long Term Care Services (ALTCS) are NOT eligible.
    • Household liquid assets must be less than $20,000. Assets are cash on hand, savings accounts, U.S. Savings Bonds, stocks and bonds, and other liquid assets available to the applicant. If an applicant’s liquid assets exceed the asset limit, the applicant is still be eligible for the program but is required to use those funds over limit) to pay for repairs.
    • Other Assistance. If the homeowner is eligible for assistance from some other source, such as homeowner’s insurance, the project will pay only the difference between the cost of the repair and the amount the homeowner may be eligible for from the other source.

    Property Criteria:

    • The property must located in the City of Tucson and built more than 20 years ago
    • Mortgage payments, tax payments must be current, and property must be free of liens
    • FHA qualifying reverse mortgages or Home Equity Conversion Mortgage (HECM) are allowable
    • Applicant must own and occupy the home
    • Assessed value shall not exceed home values established for the HOME Program
    • When applicable, City may pay for 12 months of flood insurance
    • Mobile homes are eligible and other city home repair programs can also assist mobile homes

    Eligible Repairs:

    • Leaking Roof Repairs and/or Replacement - Roof over main occupied residence may be eligible for repair or replacement if the extent of the leak is threatening to cause serious damage to the home, jeopardizing the health and safety of the occupants.
    • Electrical - Repair of hazardous main electrical service and/or hazardous circuits into the home.
    • Sewer Line - In the house sewer between the house and the point of disposal.
    • Gas Leak - In the gas piping between the gas meter and any appliances.
    • Replacement of Existing Furnace or Cooling System - When unit is no longer serviceable.  Heating and cooling systems are eligible where one does not exist.
    • Water Heater Replacement and/or installations.
    • Structural - Whenever any portion of the home or member of appurtenance is immediately likely to fail, or to become detached or dislodged, or to collapse and thereby injure persons.
    • Water Leak - In the water piping between the water meter and any fixtures.
    • Security – Repair and/or installation of front and rear doors and lights.
    • Special Conditions - All other emergencies threatening to life or health of the occupants not covered above, will be considered case-by-case basis.

    Ineligible Repairs:

    • Appliance Repair - Including refrigerator, range and oven, clothes washer/dryer, garbage disposal, toaster, etc.
    • Minor Plumbing - Repair of dripping faucets, running toilet tank, clogged drains, minor fixture leaks.
    • Minor Electrical - Repair of electrical outlet, switch, or light fixture.
    • General Mechanical - Furnace, evaporative cooler, air conditioning servicing in preparation for winter or summer.  Lighting and/or cleaning furnace, repairing or replacing plumbing, blower motor, pads and water distribution system.
    • Cosmetic and General Maintenance Repairs - Plastering, patching and painting, door and hardware and other routine and ongoing maintenance work. General repairs to accessory structures, such as car ports, sheds, walls, fencing, out buildings, etc.

    Home Access Program

    Property eligibility:

    • Assessed value shall not exceed home values established for the HOME Program.
    • Mortgage payments (if any) and tax payments must be current.
    • Property must be free of delinquent liens.

    Household eligibility:

    • Household income ≤ 80% of Area Median Income (AMI) (24 CFR Part 5 Income Determination completed by COT).
    • At least one member of the household must be over the age of 62 or disabled and require home modification to remove barriers to safe access within the home.

    • Homeowners receiving Arizona Long Term Care Services (ALTCS) services are not eligible.

    PRICE Grant - Frequently Asked Questions

    The City of Tucson, as lead applicant for the Tucson-Pima County Regional PRICE Initiative, was awarded $11.5 million for the Preservation and Reinvestment Initiative for Community Enhancement (PRICE) grant from the Department of Housing and Urban Development (HUD). The City of Tucson, Pima County and our community partners are currently developing the programs which will be supported by this PRICE grant. The City of Tucson is among 17 applicants out of 175 in the U.S. that received funding to help families invest in improvements to create housing affordability and make their homes safer.

    What is the PRICE Grant?

    The PRICE grant funding will be used to rehabilitate or replace aging and unsafe housing, aiding residents living in mobile homes to acquire and manage a local mobile home park and provide eviction prevention and legal assistance.

    How will the PRICE Grant work?

    • The City of Tucson Housing and Community Development Department and its partners will develop a program to offer low- to moderate-income resident assistance to repair or replace aging and unsafe manufactured housing units. 
    •  The grant will provide financing and technical assistance to support residents of a local mobile home park in Tucson to acquire their park and form a resident-owned community with shared governance and park management. 
    •  The grant will provide education, emergency eviction prevention and legal assistance for Pima County residents within and outside the City of Tucson limits to inform residents of their legal rights and prevent displacement from leased manufactured housing/mobile home lots.  

    Who is eligible to apply for assistance?

    Rehabilitating or replacing manufactured and mobile homes will focus on residents living in the Thrive in the 05 area of the 85705 zip code, Flowing Wells area, Benson Highway area, and the area between I-19 and South Mission Road.

    When can I apply?

    We anticipate that residents will be able to apply for assistance in the summer of 2026.

    Are there other assistance programs I can apply for in the meantime?

    We encourage mobile home residents who reside in the City of Tucson and are seeking assistance with home repairs to consider applying to the City’s Tucson Home Repair Program.     •  La subvención proporcionará educación, prevención de desalojos de emergencia y asistencia jurídica para los residentes del Condado Pima dentro y fuera de los límites de la ciudad de Tucson para informar a los residentes de sus derechos legales y evitar el desplazamiento de las viviendas prefabricadas arrendadas / lotes de casas móviles.
