Operation Deep Freeze Operation Deep Freeze (ODF) is Tucson's winter severe-weather emergency shelter for people experiencing homelessness. When ODF goes into effect, a limited number of overflow shelter beds are available for people seeking safe shelter from the weather. Intent to Request Release of Funds for Project-Based Vouchers On or about January 7, 2026, the City of Tucson Housing & Community Development Department will submit a request to the U.S. Department of Housing and Urban Development for the release of HOME Investment Partnerships Program and HCD will also authorize the City of Tucson Public Housing Authority to submit a request to the HUD for the release of Project-Based Vouchers.
